RE: WWTP HEADWORKS IMPROVEMENTS
Dear Council Members:
We have tabulated the bids received on Thursday, June 2, 2005 for the WWTP Headworks
Improvements. There were a total of three bidders. The bidders name and total bid are
presented in the following table and a bid tabulation is attached.

Although this project began as a headworks improvement, it has had two significant additions to
the project. Beyond the headworks, it also includes the secondary digester cover replacement
and a free-standing chemical building construction anticipating a future need to add
phosphorous removal to the treatment process. The engineer's estimate for the total bid
package was $2,000,000. Gridor Construction, Inc. has successfully completed major
improvements at the City's WWTP in the past. We have, in the past week, received written
approval of the plans and the ability to proceed with this project from the Minnesota Pollution
Control Agency. Therefore, we would recommend award to Gridor Construction, Inc. as the
lowest responsible bidder in the amount of $1,776,000.00. Attached is a resolution for the City
Council's consideration which would award the project to Gridor Construction, Inc.
If you have any questions regarding this issue, I will be in attendance at your August 1, 2005 City
Council meeting.

RESOLUTION 05-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
WWTP HEADWORKS AND SECONDARY DIGESTER COVER IMPROVEMENT OF 2005
WHEREAS pursuant to a City Council Resolution 05-48, passed at the May 2, 2005 meeting, competitive
bids were solicited and received for the WWfP Headworks and Secondary Digester Cover;
and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders
and determined that Gridor Construction, Inc. is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such
contract with Gridor Construction, Inc., as is approved by the City Attorney, for the completion of
the WWfP Headworks and Secondary Digester Cover according to the approved plans and
specifications designed by City Council Resolution.
2. The City Administrator is authorized and directed to forthwith return to all bidders the deposits
made with their bids upon execution of the contract specified above.
