7.2 MFACSR 03-04-2021 Furniture and Things Community Event Center SECTION 9 RESERVATION PROCEDURES 9.0 PURPOSE To establish procedures and policies regarding the consistent scheduling of the Furniture and Things Community Event Center according to the priority scheduling policy as outlined in Section . To provide staff and FTCEC users with a guide to help ensure the efficient and accurate process of all room rental requests. 9.1 DEFINITIONS Facility User: The individual/group/organization authorized to use Furniture and Things Community Event Center as shown on the Facility Use Permit. Facility Use Permit: The written document showing rental facilities agreed upon by Furniture and Things Community Event Center staff and the facility user. Tentative: The status of a reservation prior to submitting a payment. Firm: The status of a reservation following a payment. 9.2 RESERVATION PROCEDURES AND GUIDELINES A. Permits are approved and issued by FTCEC staff based on policies and guidelines established by the Facilities Commission. B. Permit applicants must be 18 years of age or older. C. Residents may not reserve the facility for a non-resident. D. All groups using the FTCEC must have an approved permit, contract, or lease prior to facility use. One contact person must be designated to make all arrangement. Arrangements specific to the event shall be coordinated through and confirmed with the Rental Coordinator prior to the event date. Users are responsible to have their permit with them when using the facility for their event. E. Organizations with more than one division (i.e. youth athletics) will be required to identify one (1) contact person to schedule the meeting room facilities for each division or group within their organization. 1 Furniture and Things Community Event Center SECTION 9 RESERVATION PROCEDURES F. Facility Users requiring specific set-up instructions beyond general meeting use are required to meet with the Rental Coordinator upon placing the reservation as well as to meet two (2) weeks prior to their event to finalize room set-up, pay the final balance of rental fees, provide event schedule, delivery times, number of people in attendance, and/or other pertinent information necessary to complete the reservation process. G. The User agrees to pay the City of Elk River for rental for the listed facilities on the permit and will adhere to the required reservation timelines and guidelines. H. Basic operation for the audio visual and sound equipment is included and should be confirmed when placing the reservation. Free? Requests for additional equipment and/or will be an additional expense to the User. I. Fees cover the use of the facilities according to the hours indicated on the permit, contract, or rental agreement. This includes all set-up/clean up time by the caterer and/or customer. Occupancy of the reserved facility after the time indicated on the permit will result in additional rental fees and security guard fees, which will be deducted from the damage deposit and/or charged to the renter. J. If deemed necessary, the City reserves the right to substitute a meeting room other than that stated on the Rental Permit, to minimize conflicts of compatibility, space, and scheduling. K. No items are to be left overnight. Occupancy after the stated ending time may result in additional rental fees, which will be deducted from the damage deposit or charged to the Facility User. L. The City of Elk River reserves the right to establish a permit, contract or rental agreement based on specialized requirements and length of permit, such terms as mutually agreed upon by the City and User. 9.3 PRIORITY SCHEDULING A. Reservations are accepted as first-come first-served based on the priority classification outlined in Section of the Furniture and Things Community Event Center policies. B. Special Note: Due to the nature of the Furniture and Things Community Event Center operation, there will be a need to coordinate and schedule private, commercial/business or non-resident civic group in advance of the priority scheduling guidelines as outlined above. When staff feel consideration as been given to the previous year’s use of a particular area and/or programming needs, these requests will be processed (i.e. Community Room for a private event, conference, training, trade show, special event, etc.). 2 Furniture and Things Community Event Center SECTION 9 RESERVATION PROCEDURES 9.4 SPECIAL FEES/DAMAGE DEPOSITS A. A special use fee may be required in some events/activities. This fee will be applied to cover unusual, anticipated expenses, such as excessive clean-up, unusual set-up, excess electricity, or phone usage, and/or damages associated with the user’s program or events. The special user fee is payable at the time the reservation is made and will be held until it has been determined by the City if any or all the fee was used. Any unused balance will be returned to the user and/or invoiced. B. A damage deposit in addition to the rental fee required as per defined under Section , Damage Deposits. This fee shall be returned within two (2) weeks after the event if no deductions are necessary. Violation and/or failure to adhere to all guidelines may result in denial of future permits for the use of the facility and forfeiture of damage deposit. 9.5 CANCELLATIONS AND REFUNDS A. Cancellations B. Refunds will not be issued for no shows. C. Facility Reservations require a two (2) week processing period. A fifty percent (50%) non-refundable payment is due within two weeks of the even date for the Facility Permit. Full payments are required two (2) weeks prior to the event. NOTE: A tentative reservation may be taken over the phone and space will be held for two business weeks or 14 days prior to the permit issue. Issuance of permit requires a non-refundable payment of fifty percent (50%) of the rental fee. The user should confirm their reservation by making the following two payments:  Pay the rental total. This amount is shown on the Facility Use Permit. This payment may be made in the form of cash, check, or Visa/MasterCard. In all cases, checks may be made out to City of Elk River. Pay the damage deposit. A damage deposit is collected from all facility users and is returned 1 to 2 weeks after the rental event. This payment is returned provided no damages have occurred to the renter space and no tape or adhesives have been used in the room. Damage deposits may be made with a personal check. Cash is not accepted. To assist with the return of this payment we ask that the user pay the indicated damage deposit total separate from the rental total. 3 Furniture and Things Community Event Center SECTION 9 RESERVATION PROCEDURES Meeting Room and Fieldhouse Cancellations: The proposed meeting room and Fieldhouse rental cancellation policy states the following:  Room cancellations received within a 2 or more week (14-day notice) can receive a full refund.  Room cancellations received 1-2 weeks or 7-13 days in advance of the permit date can choose to reschedule. If the user does not reschedule, they do not receive a refund. They either forfeit the paid rental fees and/or are invoiced for the room rental.  Room cancellations received less than one week (6 days or less) do not receive a refund or option to reschedule. (TO BE WORKED ON) 9.6 PROCEDURES AND/OR POLICIES SPECIFIC TO FACILITY AREAS A. COMMUNITY ROOM/Guideline, Rules and Regulations 1. The room rental fee includes a staff on duty, dance floor, outdoor patio, standard table, and chair set up for a maximum of 250 people, tear down and clean up. 2. Basic operation for the Audio, Visual and Sound equipment is included and should be confirmed when placing the reservation. Requests for additional equipment and/or will be an additional expense to the User. 3. Linens, table skirts, chia, paper products, glassware, flatware nor decorations are provided. 4. To avoid an inconvenience to you and your guests, please indicated the facility is smoke and tobacco free to your guests. 5. Furniture and Things Community Event Center SECTION 10 DAMAGE DEPOSITS 10.0 PURPOSE To establish procedures and policies for the collection of and refund for a damage deposit. The intent of the damage deposit is to ensure that the facility is used properly, and User groups adhere to facility policies. 10.1 DEFINITIONS Damage Deposit: The set fee collected from a facility user to insure the proper use, cleaning, and treatment of a rented area. This fee is set to cover any damage above and/or beyond normal room use. Meeting Rooms: This includes the party room on first floor, the flex space and the meeting rooms on the second floor. 10.2 GENERAL GUIDELINES A. The Facility User forfeits the damage deposit for improper use, vandalism, and damage to equipment or the facility caused by their use. B. The Facility User will be invoiced for the full costs incurred for material and labor to replace and/or repair damage. Facility use will be denied until full restitution is received. 10.3 DAMAGE DEPOSIT FEE SCHEDULES A. A damage fee specific to a given area follows. The damage deposits will not be required of City departments. Should damage occur, the respective department would be invoiced. B. Damage deposits are refundable unless damage, injury or other facility or staff related incident occurs. This will remain at the discretion of the Facility Superintendent. 5 C. A special use fee may be required in some events/activities. This fee will be applied to cover unusual, anticipated expenses, such as excessive clean-up, unusual set-up, excess electricity, or phone usage, and/or damages associated with the user’s program or events. The special user fee is payable at the time the reservation is made and will be held until it has been determined by the city if any or all of the fee was used. Any unused balance will be returned to the user and/or invoiced. D. A damage deposit in addition to the rental fee is required as per defined under this section. E. ARENA 1. Non-Ice Activities (Dry floor events) Specific to the Ice Arena for non-ice (dry floor) events or a damage deposit of three hundred dollars ($300) is required within two weeks of the event date. Furniture and Things Community Event Center SECTION 10 DAMAGE DEPOSITS F. MEETING ROOMS 1. A damage deposit is required upon issuance of permits when scheduling four (4) or more dates and/or when service beverages and food. Specific to the meeting room, a damage deposit of one hundred dollars ($100.00) is required two weeks prior to the (first) meeting date for events serving food or beverages (i.e. coffee, rolls, box lunches). 2. Damage deposits may be waived at the discretion of the Rental Coordinator and/or Facility Superintendent. A User group will be invoiced for any damages for the full value of the costs incurred by the FTCEC to repair the damage or associated costs depending upon the incident. G. FIELDHOUSE Specific to the Fieldhouse (full or half size rentals), a damage deposit of three hundred dollars ($300.00) is required at the time of the reservation due to its high demand use. . H. MULTIPLE FACILITY DEPOSIT Specific to using multiple facilities to include two (2) or more areas and/or Fieldhouse for an event, deposit of three hundred dollars ($300.00) is required within two weeks of the event date. 10.4 VANDALISM POLICY A. Application This policy applies to circumstances under which real or personal property at the Furniture and Things Community Event Center is damaged because of vandalism, negligence, or carelessness and/or poor judgement on the part of the person(s) causing the damage. B. Specific Circumstances/Procedures 6 1. When it is possible to identify the person(s) causing the specific damage, said person(s) shall be required to compensate the FTCEC as follows: a. Within two (2) weeks of notification of the damage by an official of the FTCEC, submit a payment in the amount of the damages incurred. b. At the discretion of the Facility Superintendent or Assistant Facility Supervisor or personnel, perform cleaning duties at a rate decided upon by the Facility Superintendent for the number of hours sufficient to equal the damages incurred. c. In the discretion of the Furniture and Things Community Event Center, undertake another form of in-kind compensation acceptable to the FTCEC. Furniture and Things Community Event Center SECTION 10 DAMAGE DEPOSITS 2. If it is not possible to identify the person(s) causing the damage to the FTCEC property, but it is possible to identify the group or association to which the person(s) causing the damage belongs, then the group or association shall, within two weeks of notification of the damage, submit a payment to the FTCEC for the full amount of the damages incurred. This provision applies to groups or associations holding a function (i.e. ice time, social gathering, fieldhouse rental, etc.) and to visiting groups or associations. C. FAILURE TO COMPENSATE 1. If an identified person(s)/group fails to fulfill the compensation requirements set forth above for any damage caused, such person(s) shall not be permitted to use the facilities of the FTCEC until payment is made. 2. If a group or association with an ice contract or visiting party fails to fulfill the compensations requirements set above, use of the facility of the affiliated group or association or visiting party, as the case may be, shall be suspended until appropriate payment is made. 10.5 LIABILITY INSURANCE A. The User shall provide the requested Liability Insurance upon request from the FTCEC Commission. The User shall be informed of when it is necessary to provide the insurance and the levels during the reservation process. B. Upon request, the User shall provide a Certificate of Insurance with a minimum of $1,000,000.00 unless otherwise determined by the city’s insurance agent and/or city attorney. The Certificate of Insurance shall list the City of Elk as an additional insured. 7 Facility Rental Fee Collection and Damage Deposit Procedures For Birthday Party Packages Birthday Party Packages Payment 1. The Birthday Party Package base fee is due at the time of booking as listed: Basic Party is $ ; Princess Party is $ ; Superhero Party is $ Note: $ for Princess/Superhero party without a cake. 2. The balance of fees is due the day of the party. These fees are for the additional children, food, admissions and so forth. 3. Only cash and credit card payments will be accepted for the birthday party packages. NO CHECKS WILL BE ACCEPTED as a form of payment for birthday party packages. Note: This is only for Birthday Packages. Damage Deposit 1. No damage deposit is required. 2. Fee for damages/stains or a balance due for the party will be invoiced. Cancellations 1. Cancellations received 30 days or more prior to the rental date receive a full refund. 2. Cancellations less than 30 days from the rental date will not receive a refund. Customers will be given the opportunity to reschedule to another date within six months. 8 3. Cancellations must be emailed or completed in written form or as accepted by the Birthday Party Coordinator. 4. Refunds for parties cancelled due to unforeseen causes are the discretion of the Birthday Party Coordinator. (i.e. sick child, family emergency, death in the family, etc.) Furniture and Things Community Event Center SECTION 12 SUPERVISION/CONDUCT POLICIES 12.0 PURPOSE To establish procedures and policies for the enforcement of Furniture and Things Community Event Center rules and regulations to promote the safe, enjoyable use of the FTCEC by all users. 12.1 SUPERVISION A. Children eight (8) years of age and under must always be supervised by an adult/guardian in the facility/on FTCEC property. B. Youth groups (participant’s ages 18 and younger) must be chaperoned on a ratio of one adult per ten (10) youth, or other ratio as Parks and Recreation staff deem necessary. 12.2 SUPERVISION/CONDUCT A. Adult leadership/children supervision. Every user of the facility must be under competent adult leadership (supervision). The user shall assume full responsibility for a group’s conduct and for any damage to the building or equipment. Children must always be kept under direct supervision of adults and kept confined to the reserved area of the user group. The City will not assume liability for unsupervised children. The City will be paid for any damage or additional cleaning for any costs incurred because of unsupervised youth. 9 B. If deemed necessary because of the type of event or activity, the City reserves the right to assign a staff person and/or licensed police officer for a user group at an additional cost to the Facility User. C. Disorderly conduct shall be grounds for immediate termination of the activity/event without refund. This will be determined by City staff or a licensed policing agency (i.e. police officer). Furniture and Things Community Event Center SECTION 12 SUPERVISION/CONDUCT POLICIES 12.3 CONDUCT A. Facility User shall be solely responsible for the orderly conduct of all persons using the premises by its invitation, expressed or implied, during all times covered by the Facility Use Agreement. The Facility Superintendent reserves the right to eject or cease to be ejected from the FTCEC, any person or person engaging in objectionable or unlawful conduct. Manager may provide at the Facility Users expense, any security determined by the Facility Superintendent or appointed building staff to be necessary to maintain order on the Rental premises. Facility Superintendent shall determine the number of security/on-duty police officers necessary for a particular event. This agreement is subject to, and Facility User, its agenda and employees shall use and occupy the premises pursuant to, all reasonable rules and regulations prescribed by the FTCEC, City, and Facility Superintendent. Facility User shall conform with all statues, ordinates, rules, and regulations in force or applicable during the rental period(s). B. All persons present at any activity on FTCEC property shall abide by the policies of the Furniture and Things Community Event Center. At their discretion, FTCEC staff, his/her authorized representative, peace officer or other policing for may: 1. Order the removal of any offender, 2. Order the immediate removal of all intoxicating liquor from the premises, or 10 3. Revoke the permit, immediately and order all person from the premise, without refund or any monetary compensation to the Facility User. C. No alcohol is allowed outside the Meeting Rooms or designated facility areas as reserved. People will be asked to set back inside the room rented to consume the alcohol or dispense (pour out) the remaining portion of the drink. Please notify your guests of this guideline. Furniture and Things Community Event Center Furniture and Things Community Event Center SECTION 21 ICE ARENA 21.0 PURPOSE To establish operating guidelines specific to the arena to promote ice use and dry floor activities. To provide an environment attracting diverse functions on each type of floor surface with priority in ice use for drop-in, structured or dry floor rentals. 21.1 DEFINITIONS Ice Arenas: Includes the ice arena floor, team rooms, skate lobby, figure skating/coaches’ room, other, arena office, mechanical rooms, and Zamboni. Ice (use) The rink with ice. Dry floor The rink without ice being a painted concrete flooring. 21.2 FEATURES 11 A. The Ice Arena One occupancy capacity is ### based on full spectator seating of 1,600 and simultaneous rink use. B. The Ice Arena Two occupancy capacity is ### based on full spectator seating of 300. 21.3 FACILITY SCHEDULING, PRIORITY, AND PROCEDURES A. The priority of scheduling users is referred to in Section B. Scheduling of ice will be completed up to 12 months in advance for recreational programs and major uses. Ice scheduling and contracts for major ice users shall be scheduled through the ??. Permanent and season arena personnel shall schedule and process short term ice use permits. 21.4 FEES A. Fees shall follow the fee structure for ice rental. The Ice Rink Manager (Rich) shall have the ability to provide reduced rates during non-prime time hours and low volume use times to promote a self-sufficient operation. 21.5 HOURS OF OPERATION A. The Ice Arena hours of operation shall follow the general hours per Section B. The Ice Arena hours shall be governed by the ice use therefore hours may differ on a short-term basis. Furniture and Things Community Event Center SECTION 21 ICE ARENA 21.6 RULES/REGULATIONS AND GENERAL OPERATING GUIDELINES (STAFFING) A. Refer to Section. B. All users shall adhere to the General Facility guidelines as defined in Section. C. The Ice Arena operation is affiliated with the Minnesota Ice Arena Managers Association (MIAMA) shall adopt their rules and guidelines in our operation. D. All Facility Users renting the ice arena must comply with rules and regulations in Section of the Furniture and Things Community Event Center Operating Guidelines. E. General Arena Rules and Guidelines for Ice Rentals and User Groups:  The Furniture and Things Community Event Center is a tobacco free facility. Smoking or use of tobacco by persons under 21 years of age is prohibited as per Minnesota State statute. 12  Persons suspected of alcohol/drug/illegal substance will not be allowed to participate in ice rental. The Elk River Police will be called on any questionable occurrences.  All groups using the Ice Arena must have a least one adult actively supervising their group. This adult is responsible for the on and off ice behavior of all parties in their group. Additional adult supervisors may be required depending on the type and size of the group.  Non-ice users are the responsibility of the rental group.  All youth groups partaking in hockey are required to wear full USA Hockey Certified (protective) equipment. Equipment includes, but is not limited to, helmets, mouth guards, pads, and gloves. Adult group participants are always encouraged to wear protective equipment.  All groups partaking in broomball are encouraged to wear hockey helmets.  To acquire a team locker room, the group leader must make the request to use the locker room combinations. Locker rooms are for changing and your security; they are not play areas. When rental is over, rental group is to clear out locker room as soon as possible. The team room must be picked up and locked before group leader keys are returned.  It is the rental group’s responsibility to take and leave the ice at contracted times. The Community Center reserves the right to adjust ice times due to circumstances beyond their control. Furniture and Things Community Event Center SECTION 21 ICE ARENA  Teams can temporarily affix team banners to the non-ice side of the glass with suction cups or as approved by management staff during game times and/or team photographs only. All other signs/banners must be pre-approved by the Arena Operation Supervisor, or the Rental Coordinator during the permit process. The Facility User may not affix adhesives (tape) nor pins to post any signs, posters, notices, banner, graphics, visual display, artwork, and other decorations or other items desired to be hung from the walls, ceiling, or windows. Should a special consideration be requested, written permission will be reviewed and granted/denied by the said staff. Confirmation for any allowances will be written on the permit. The facility user shall be liable for any damages caused in violation of these rules.  It is the responsibility of the rental group to follow all additional posted rules as summarized below, and to follow instructions of the FTCEC Staff. 13  A variety of activities/events and meetings are scheduled in the FTCEC. Please respect each other’s space and occurring event. F. General Rules of Conduct in the Ice Arena The following behavior is prohibited. Violators will be asked to leave the FTCEC. Offenders will be subject to suspension of use privileges and may jeopardize full use by an Association (organized group).  Engaging in horseplay  Using sticks, pucks, or balls in off ice areas.  Throwing of objects  Loitering  Hanging over the railings of over ledges  Fighting or disruptive behavior  Using offensive, obscene, or abusive language  Drinking alcoholic beverages, use of tobacco and/or illegal substances on the Furniture and Things Community Event Center premises.  Bringing pets in the building  In-line skating and skateboarding in the facility.  Participating in acts of vandalism. (Such acts should be reported immediately to FTCEC staff. Vandals will be held responsible for full amount of damage.) Furniture and Things Community Event Center SECTION 21 ICE ARENA G. Ice Arena General Skating and Use Rules  No one is allowed on the ice until the Zamboni is off the ice and the double doors are closed.  For your safety, stay clear of rink doors while ice is being resurfaced.  Food and beverage are not allowed on the ice.  Tag, ball throwing, racing or “crack the whip” are not allowed  Street shoes, chairs or other skating assistance devices are not allowed on the ice.  During public skating sessions, hockey and figure skating practices are not permitted. Please refer to Open Freestyle and Open Hockey times.  Do not sit on boards or in penalty or player’s boxes. 14  Skate guards must be worn when walking in bleacher or lobby areas.  Skate at SLOW SPEEDS to avoid collisions and watch out for small children.  Obey the Rink Attendants.  Management is not responsible for lost or stolen articles.  Use trash receptacles. Help us maintain a clean, friendly facility.  Share in the pride of our facility and use the facility in a respectful manner H. Skate Aid Use  Skate aids may only be used by skaters 8 years old and under.  Only arena authorized skate aids (the white ones inside the cage0 may be used. No-homemade aids or chairs are allowed on the ice.  Any person using a skate aid must be accompanied by an adult skater.  No skate aid is to be left unattended on the ice.  No skate aid should block a doorway on the rink. I. Team Room Rules  The FTCEC is not responsible for lost or stolen articles.  Team members will be held responsible for any damages to the team room and associated areas used by the group. A vandalism policy is in place to identify and provide options for reimbursement of the valued damage.  Deposit waste in waste receptacles. Your assistance to pick up tape balls and beverage containers is appreciated. 21.7 SUPERVISION AND CONDUCT OF USERS A. Refer to Section and Section. B. Arena personnel shall be designated to supervise the arena at all times of scheduled ice/or during Community Center events when high volume through the arena area is anticipated to ensure safety and provide general customer service. 21.8 SECURITY AND SURVEILLANCE A. Refer to Section11. B. The public shall be notified that the FTCEC has surveillance equipment in operation. Furniture and Things Community Event Center SECTION 21 ICE ARENA 21.9 OPERATIONAL GUIDELINES, STANDARDS, AND STAFFING A. Safety standards 1. Maintain clean, safe facility. 2. Maintain documentation of routine maintenance checks on equipment, incidents and inspections and associated record keeping promoting safe practices. B. Maintain proper license and inspections 1. Maintain air quality standards as set forth by the State of Minnesota Environmental Health Department 15 C. Emergency Arena Personnel shall be trained to respond to basic first aid incidents. 1. Arena Personnel shall be readily available and willing to assist emergency service personnel when called to the facility for an injury/incident. 2. Arena Personnel shall be proficient in responding to emergency procedures to include the FERP (Facility Emergency Response plan) covering fire, tornado/severe weather, chemical spills, and other emergency procedures. 3. Maintain regular/annual training on emergency equipment and procedure specific to ammonia. Permanent staff shall be trained on SCBA annually. D. Inspection Programs and Records 1. Inspections and records of hazardous material equipment will be completed daily. 2. Records shall be kept for the necessary retention schedule and made available for review by certified inspectors upon request. 3. Maintenance procedures and training shall meet all criteria and standards per OSHA, part 1910.120, page 120, paragraph Q. E. General Maintenance/Operation 1. Refer to Section. 2. Cleaning standards shall be of quality to promote return customers and maintain good safety practices. 3. OSHA standards shall be maintenance. 4. Proper equipment and timely repairs to assure safety and efficiency in the building operation. 21.10 SERVICES AND MERCHANDISE A. Refer to Sections B. The Arena shall provide rental skates, skate sharpening services and provide limited pro shop items/merchandise for sale. 21.11 PROMOTIONS/MARKETING A. Refer to Section. B. Merchandise for sale is available in the Arena Office. C. The arena shall aggressively market the facility and promote the sale of merchandise. Furniture and Things Community Event Center SECTION 21 ICE ARENA D. The FTCEC shall not take cash transactions nor support of the agencies to do so for sale of “commission” items and/or fundraisers unless pre-approved and authorized by the Facility Superintendent. E. The Arena shall offer advertisement opportunities per the guidelines defined in Section, Advertisement and Soliciting. 16 F. Any commission ice rates, or sales must be pre-approved by the FTCEC Commission prior to commencement of any agreement. G. The Arena shall promote events (i.e. clinic, tournaments, fundraisers, special events, etc.) scheduled in the arena by outside entities upon requested and materials provide by an independent group. Furniture and Things Community Event Center SECTION 22 FIELDHOUSE 22.0 PURPOSE 17 To establish a guideline for operation of the fieldhouse in support of the direction to provide priority for scheduling. To make provisions for recreational programming as a secondary use of the fieldhouse. 22.1 DEFINITIONS Prime Time: High demand or most desirable times for use of the facility area as determined in the hours of operation. Summer Prime Time: Monday thru Sunday 10:00am -5:00pm Fall, Winter, Spring Prime Time: (School Year) Monday- Friday 3:00pm-10:00pm Saturday 9:00am-8:00pm Sunday 12 noon-7:00pm Non-Prime Time: Lower demand times for use of the facility area. All other times as specified under “prime time”. Resident: Individual (s) or group (s) able to provide acceptable proof of residency as per the User Definitions in Section. Non-Resident: Individual (s) or group (s) unable to provide acceptable proof of residency as per the User Definitions in Section. 22.2 FACILITY SCHEDULING, PRIORITY AND PROCEDURES This section needs more work – first draft below based on city’s current field scheduling policy A. Priority scheduling for the Fieldhouse rentals will be the following: st 1. Group 1 – 1 Priority will be given when special events or special programs may be scheduled with at least one months’ notice. 2. Group 2 - Elk River Area School Times will be Mondays through Fridays from 3 pm to 6 pm. 3. Group 3 – Recognized Youth Athletic Associations 4. Group 4 – Non-profit youth organizations comprised of at least 51 percent City of Elk River residents. The organization must be a recognized community sports organization pursuant to Section , Community Sports Organizations. 5. Group 5 – All other youth and adult users. This includes religious organizations, for-profit organizations, tournaments, club teams, clinics and/or camps with individual or team participation. All coaches must be background checked and have completed coaches training. 18 Group 1 - City-sponsored or co-sponsored events. This includes all city athletic programs and/or leagues. Group 2 - Public or private schools located in Elk River, including school athletic organizations, clubs and varsity teams. Group 3 – Recognized youth athletic associations as outlined below and determined by the Parks and Recreation director or designee. Criteria used to determine recognized associations include: A. Adherence to requirements set forth in this policy pursuant to Section , Community Sports Organizations. B. History of involvement in the Elk River Community C. 60% Elk River Residents D. Collaborations with the city Group 3 will receive priority times weekdays from 6 pm to 10 pm The current recognized list of youth athletic organizations is maintained by the city and reviewed annually as needed. As needed, the city will manage an adjudicatory process in order to review youth athletic associations with a group 3 priority. The purpose of the review will be to ensure the youth athletic associations with group 3 priority are adhering to the requirements set forth in this policy. If it is determined that a youth athletic association needs to be removed from Group 3, the action may be processed through the Park and Recreation Commission. Verification of Elk River Residency. Residency will be established as needed by providing verified rosters from the past season that include the names, addresses, phone numbers, dates of birth and school attended for all youth participants. The roster must also include the full name, home address, email address and telephone number of the head coach. Furniture and Things Community Event Center 19 SECTION 22 FIELDHOUSE 22.3 FEES A. Fees shall follow the fee structure for Fieldhouse rentals per Section, and specific to the Fieldhouse rentals refer to Section. Gymnasium Rules/Regulations 20 Furniture and Things Community Event Center SECTION 22 FIELDHOUSE *Violators will be removed from the facility and directed to leave the building without a refund.  NO FOOD, GUM, OR BEVERAGES ARE ALLOWED. Water fountains are available near restrooms in fieldhouse.  NO JACKETS, DUFFAL BAGS OR OTHER PERSONAL ITEMS WILL BE ALLOWED.  No black soled or other shoes that mark the turf will be allowed.  No dunking, hanging on rims or hanging on nets.  No running or bouncing balls in the hallways.  No spitting on floors or walls.  Inappropriate language or gestures will not be tolerated. Individuals using foul language or showing unsportsmanlike behavior will be suspended from the facility without a refund.  FTCEC staff reserve the right to determine all Fieldhouse use.  Respect all FTCEC staff, patrons, and equipment.  No kicking or sitting on equipment.  C. The participant has the financial obligation to replace balls or equipment that is damaged and/or if found they have stolen an item (s). D. Participants are limited to the gym activities that we provide equipment for unless other activities are authorized by FTCEC Staff 21 Furniture and Things Community Event Center SECTION 27 SENIOR ACTIVITY CENTER 27.0 PUPROSE The Senior Activity Center will be the primary area used for programs designed and planned for seniors. Programs will be for persons 55 years of age and older. The Elk River Senior Activity Center is operated by the City of Elk River and is part of the Parks and Recreation Department. Our services include special events, educational classes, trips, fitness, social and recreational activities, volunteer opportunities, and more! Participation is open to all seniors and is not restrictive to residents of Elk River. 27.1 FEATURES A. Room capacity. Seats up to ## people. B. Description of the type of general purpose/use of the area. 27.2 FACILITY SCHEDULING, PRIORITY AND PROCEDURES A. Priority scheduling for the facility area is for senior programming Monday through Friday 8:30 a.m. to 4:00 p.m. B. The Senior Activity Center will have various activities and programs throughout the day on a regular basis. Regular hours will be Monday through Friday 8:30 a.m. to 4:00 p.m. The Senior Center Coordinator will be responsible for coordinating the schedule of activities during this time. 27.3 FEES 2021 Membership Rates: $34 Individual or $48 Dual Elk River Resident Discount Rate: $24 Individual or $35 Dual Participants will be required to have a membership to gain access to the Senior Activity Center and participate in ongoing programs beginning January 2021. Membership cards will be issued at the time of purchase and will be used to scan in each time you enter the facility. Fire Evacuation plan. Exit patio doors to the fire lane on the ? side of the FTCEC or through the main entrance. 3. Tornado/Severe Weather. Move customers to the locker rooms or ?? for individuals with limited ambulatory abilities. 23
