For the project to be competed, several variances are required, which the applicant has applied for (V 21-01). Planning Commission The Planning Commission had no questions or concerns about the request and unanimously recommended approval. During the public hearing, no one spoke for or against the request and staff has not received any comments since the commission meeting. The location for the project is the existing stadium site. The new stadium and its support buildings will operate spring, summer, and fall, with the buildings taken out service seasonally in winter. No parking changes are planned as part of this project, which, like the existing stadium, leverages the recently renovated parking lot shared by Elk River High School and the Furniture and Things Community Event Center. Proposed building finish materials are primarily brick and decorative concrete masonry with accents of aluminum rainscreen panel. Roofs will be standing seam metal and asphalt shingle. Signage for the project includes building signage for the new ticketing and concessions building and at the resurfaced wall of the existing High School. Types, locations, and sizes are as shown on the attached drawings. There is an opportunity for some storage under the new bleachers. These areas are fenced, including slats, to limit access to these storage areas while providing visual screening from the surrounding site. I will be reviewing your application and preparing the staff report for the Planning Commission and City Council. On December 22, 2020, the city received your application for the above use. Per state statute 15.99, the city is required to make a decision within 60 days of receipt of the completed application. Subdivision 3 of that section requires the city to notify an applicant within 15 business days if information is missing, delaying the start of the 60 day review period. A city may extend the 60 day review period up to 120 days to complete the review. With the receipt of the required materials on December 22, 2020, the application for a CUP has been deemed complete, and the 60-day review period starts. This application has been assigned Case Number CU 21-01 and is scheduled to be reviewed by the Planning Commission on January 26, 2021, at 6:30 p.m. at the Elk River City Hall, 13065 Orono Parkway. With a Planning Commission recommendation, the City Council will review your application no earlier than February 16, 2021 (Tuesday).
