Background/Discussion The subject property is a 28-acre parcel in the R1-a (single family residential) zoning district. The subdivision is located west of Tyler Street and north of 193Td Avenue and the proposed plat will create three buildable lots and two oudots. The location is mostly wooded with gentle hills with a large wetland complex on the eastern portion. The property has approximately 1,000 linear feet of frontage on 193Td Avenue and is outside the urban service district. One of the created outlots will include the ponding and utility easements on the south side of 193Td Avenue and the other will remain as a substandard lot buffering the subdivision from an adjacent parcel. Parks and Recreation The Parks and Recreation Commission recommended Park Dedication be paid for the final number of dwelling units at final plat approval at the rate applicable when the subdivision is released for recording. Applicable Regulations City ordinance section 30-375 outlines the required findings for approval of a Plat. 1. The proposed subdivision is consistent avith the honing regulations (article V1 of this chapter) and conforms in all respects with all requirements of this Code, including the honing regulations and this article. The proposed subdivision is consistent with all zoning regulations. Lot size and lot width meet the ordinance requirements. Connection to city water is not required as the subdivision is outside of the urban service area. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding and drainage are suitable for the type and density of development and uses contemplated. The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation, erosion control and all other services, facilities and improvements otherwise required in this article. The subdivision includes infrastructure to meet city requirements. City water is in 193Ta Avenue and available if the properties choose to connect in the future. 5. The proposed subdivision will not cause substantial environmental damage. Although trees will be removed, the subdivision will not cause substantial environmental damage. The wetland setback and buffer requirements must be met with all future development on the parcels. 6. Although some of the surrounding properties are developed, there is vacant land directly to the north, but this proposal will not impact this vacant land. Lack of adequate stormwater drainage. b. Lack of adequate roads. c. Lack of adequate sanitary sewer systems. d. Lack of adequate off site public improvements or support systems. The subdivision is not premature as the above conditions have been provided for.
