RESOLUTION 85-77 RESOLUTION REQUESTING A PERMANENT FOUR-WAY STOP BE INSTALLED AT THE INTERSECTION OF SCHOOL STREET AND" PROCTOR AVENUE WHEREAS, a four-way stop sign was installed by Sherburne County at the intersection of Proctor and School Street during the construction of the US Highway 19 Construction project; and, WHEREAS, during the six month period in which the four-way stop was in place at the intersection, the safety at the intersection was improved for both pedestrian and vehicular traffic; and, WHEREAS, several observations have been noted during the period when the four-way stop was in effect, and they include the following: 1. The safety of the intersection particularly for school children street. was improved crossing the 2. Congestion at the intersection of School Proctor created by vehicles turning left Proctor onto School Street was reduced by the way stop. 3. The speed of traffic traveling north on Proctor Avenue from Highway 19, and passing by Vandenberg Jr. High SchOOl, was reduced by the four-way stop. and from four- . 4. Traffic flow for vehicles turning onto Proctor from School Street was improved by the four-way stop. 5. The site distance problems created by the evergreens along School Street and Proctor Avenue, was substantially alleviated by the four-way stop. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that, for the reasons herein stated, the City Council of the City of Elk River respectfully requests the Sherburne County Board of Commissioners to reinstall the four-way stop at the intersection of School Street and Proctor Avenue.
