EDA DRAFT MINUTES 03-15-2021 VA City of Elk Meeting of the Elk River River Economic Development Authority Held at the Elk River City Hall Tuesday, February 16, 2021 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer,Jennifer Wagner (5:31 p.m.),Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: City Administrator Cal Portner, Economic Development Specialist Colleen Eddy, and City Clerk Tina Allard I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recite.::' 6: 3. Consider Agen Moved by Commissioner Westgaard and seconded by Commissioner Christianson to approve the agenda. Motion carried 6-0. 4. Consider Consent Agenda Moved by Commissioner Beyer and seconded by Commissioner Blesener to approve the following consent agenda: 4.1 January 19, 2021, Minutes. 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Public Hearings There were no public hearing items. 7.1 Sportech, LLC,job Creation Grant Ms. Eddy presented the staff report. Moved by Commissioner Wagner and seconded by Commissioner Beyer to recommend the City Council adopt a resolution regarding the support of job creation fund application in connection with Sportech, LLC. Motion carried 7-0. 1\ 7.2 Sportech, LLC, Tax Abatement Application Ms. Eddy presented the staff report. Mikaela Hout,Director,Baker Tilly Municipal Advisors, reviewed the application request and discussed the financial analysis used based on Authority policy and law as outlined in her report. Moved by Commissioner Blesener and seconded by Commissioner Hartwig to recommend the City Council provide tax abatement assistance to Sportech, LLC. Motion carned 7-0. 8.
