I will be reviewing your applications and preparing the staffs report for the Planning Commission and City Council. On December 29, 2020, the city received your application for the above use. Per state statute 462.358 Subdivision 3b, the city is required to decide within 120 days of receipt of the completed preliminary plat application. Subdivision 3 of that section requires the city to notify an applicant within 15 business days if information is missing, delaying the start of the 120-day review period. With the receipt of the required materials on December 29, 2020, the applications for a Preliminary and Final Plat have been deemed complete, and the 120-day review period starts. This application has been assigned Case Number P 21-01 and is scheduled to be reviewed by the Planning Commission on January 26, 2021, at 6:30 p.m. at the Elk River City Hall, 13065 Orono Parkway. With a Planning Commission recommendation, the City Council will review your application no earlier than February 16, 2021 (Tuesday). Staff conducted a thorough site plan review on January 4, 2021 and has the following comments: Sherburne County 1. The proposed improvements will not be approved by Sherburne County Public Works Engineering. Lots 4 and 5 are shown to directly access CSAH 1. They do not meet their required access spacing guidelines of 660' from an adjacent intersection. Water Department No dead-end mains shall be constructed. All watermains shall be looped. The minimum size of water service line and corporation when the water service line exceeds 200-feet shall be 1'/2" b. The wetland delineation for this site was approved on 10/8/2020. There is one small basin on the south side and tributary/ditch running through the site. Both are within an easement, wetland/stormwater pond should be within an outlot if possible. The entire parcel is within the Shoreland Management District (from the tributary) and maximum hardcover per parcel is 25%. Department of Natural Resources 1. This plat is along public water course M-065-001 and shows an existing bituminous driveway crossing the public water course. If this existing bituminous driveway was to be removed in the public water course a public water work permit will be required. 2. Per Sec. 30-2021 (3) Lot widths along a listed Stream need to be 80 feet in width Engineering 1. Will need full stormwater report in accordance with city ordinance. 2. Soil borings for proposed infiltration basins. 3. Full construction/development plans with driveway grades. 4. Ensure positive drainage with removal of temporary cul-de-sac. 5. Adjust existing south temporary CB to match finished grade. 6. Existing stormwater pond to be outlot instead of D&U. 7. Keep dual perimeter control around entire pond. 8. Adjust lot 6 driveway to avoid D&U. 9. More detail on grading for swale east of lot 9. 10. Include note that City will not maintain proposed retaining wall(s).
