RESOLUTION 86-32
A RESOLUTION SU~PORTING THE TEMPORARY USE OF THE UPSTAIRS
OF THE OLD COUNTY COURTHOUSE BY THE COMMUNITY THEATER,
AND SUPPORTING THE PROPOSAL PRESENTED BY THE COMMUNITY
THEATER FOR THE FUTURE USE OF THE ENTIRE
OLD COUNTY COURTHOUSE BUILDING
WHEREAS, the Community Theater has expressed interest in
utilizing the upstairs portion of the old County
Courthouse building for performing arts activities;
and,
WHEREAS, the Community Theater has expressed further interest in
using the entire old County Courthouse building in a
manner that is consistent with the goals and objectives
of the Community Theater; and,
WHEREAS, the Community Theater has made a formal proposal to the
Sherburne County Board for use of the old County
Courthouse facility; and,
WHEREAS, the County Courthouse Project Manager, Clifford C.
Lundberg, made a presentation to the Elk River City
Council at its 6/2/86 meeting requesting support of the
City Council in the endeavors of the Community Theater
(see attachment); and,
WHEREAS,
the Elk River City Council supports the concept of a
Community Theater within Elk River but also clearly
understands that the old County Courthouse facility is
under jurisdiction of the Sherburne County Board.
NOW, THEREFORE, BE IT RESOLVED that the Elk River City Council
supports the request by the Community Theater to
temporarily utilize the upstairs portion of the old
County Courthouse building; and,
BE IT FURTHER RESOLVED that the Elk River City Council supports
the proposal of the Community Theater for the entire
use of the old Courthouse facility to be used in a
manner that is consistent with the overall goals and
objectives of the Community Theater.

a dance studio, and general auditorium capable of seating
approximately 100 persons.
2. Other rooms upstairs for use as prop rooms,
rooms, dressing rooms, a lounge, individual
rooms, and teaching rooms, such as for musical
ments, voice, art and drama.

Art and historical exhibit area, main office, cable TV production
and editing studio, and tourist information center.
C. Use of basement:
Land O'Lakes Choir Boys office and an artist's studio so that
artists may set up their easels or other medium and come in at
will to work on their art project.
The proposal included turning the management of the building over
to the Elk River Community Theater which is a nonprofit charitable
corporation under State and Federal law. The Community Theater
would like control of the building by long term lease or a
transfer of title with appropriate reversionary clauses as the
County may reasonably require to ensure the foregoing uses of the
property. It is anticipated that this property would remain off
the tax rolls.
It is the intention of the Community Theater to make proposals for
grants to a number of Minnesota foundations as well as out-of-
state foundations to seek money for the restoration of the
building both internal and external as well as equipping it with
the necessary furnishings for its effective use for the foregoing
purposes. We intend to attempt to restore the building to a
victorian prospective while retaining the existing space. We

In this endeavor we solicit your help. We ask for a resolution of
the Elk River City Council supporting our endeavor and requesting
the County Board to grant the Community Theater temporary use of
the upstairs of the old Courthouse pending resolution of the
