CITY OF ELK RIVER
RESOLUTION ADOPTING 1987 PAY PLAN FOR NON-ORGANIZED CITY
EMPLOYEES
BE IT RESOLVED by the City Council of the City of Elk River that
the attached pay plan marked Exhibit A be approved and adopted
effective January 1, 1987.

All salary ranges for management positions will increase 2%
based on Step V, from 1986 to 1987 in order to remain
comparable and competitive to the private market and
comparable to similar communities.
All management staff members will have their salary increased
by one step or to the top of the pay plan, which ever is less
unless adjusted by City Council action.

Ie
All permanent part time clerical employees that have
completed probationary terms and conditions will receive a
1987 wage of $6.00 per hour. All permanent part time
employees are to receive pro-rated benefits for vacation,
holiday, and sick time. All permanent part time employees
must be scheduled and work an average of at least 20 hours
per week.

Part-time liquor store clerks will be paid in accordance
with the following schedule which reflects 4% over the 1986
top step.

9. The custodian shall receive five (5) dollars per hour
effective January 1, 1987.
10. All organized employees (police) will have their wages and
benefits adjusted per Council approval of the police union
contract and are not governed by any clauses of this exhibit.
11. All city employees on probation will not receive a wage
adjustment. Employees on probation are to receive a wage
adjustment at the completion of their probationary period
according to the 1987 pay plan.
12. When the Wastewater Treatment Plant Superintendent and the
Street Superintendent are on vacation for at least one
continuous 8 hour period, then one employee in the WWTP
Department and two employees in the Street/Parks Department
will receive an additional $.50 per hour for functioning as
"lead contact workers." This adjustment during the absence
of the department head is to reflect additional
responsibility in directing the work crew and work program.
13. All health and insurance benefits that were offered in 1986
will be again offered in 1987. The City's contributions to
these benefits for the employees will be increased $10.00 per
month from the 1986 level of $170 per month to $180 per month
in 1987.

14. It is acknowledged that adjustments are required within the
Building Inspections Department.
A.) A current employee has received additional certificiation
to inspect commercial facilities. Pay adjustments will
be made to reflect increased responsibility. Effective
January 1, 1987, this will be an Exempt position. The
1987 Annual Salary will be $25,500.00 and the new title
will be Assistant Building Official.
B.) Due to increased workload in the Building and Zoning
Department, an additional Building Inspector will be
hired at an annual salary of $20,000.00 effective January
5, 1987. After successfully completion of a one (1) year
probationary period the 1988 annual salary will be
$22,500.00.
15. To encourage continuing education for City Employees, the City
will reimburse one half of the tuition fee to employees for
successfully completed classes directly related to their position
with the City. Any such class must be taken on employee time
and receive written approval by the City Administrator before
tuition reimbursement will be made.
16. It is acknowledged that in accordance with the Comparable
Worth Law, adjustments must be made prior to October 1, 1987,
in order that the City be in compliance with this law. The
two bases for adjustments according to the Comparable Worth
Law are market comparisons and internal relationships.
