I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Williams.
2. Pledge of Allegiance
3. Consider 01/13/2021 Agenda
Moved by Commissioner Loidolt and seconded by Commissioner Soltvedt to
approve the January 13,2021 Parks and Recreation Commission meeting
agenda. Motion carried 7-0.
4.1 Consider I 1/04/2020 Regular PRC Minutes
Moved by Commissioner Rathbun and seconded by Commissioner Niziolek
to approve the following November 4,2020 Parks and Recreation
Commission Minutes. Motion carried 7-0.
4.2 Consider 12/02/2020 Regular PRC Minutes
Moved by Commissioner Soltvedt and seconded by Commissioner Loidolt to
approve the following December 2,2020 Parks and Recreation Commission
Minutes. Motion carried 7-0.

7.1 Reserve at Woodland Hills Park Dedication
Mr. Hecker read his staff report.
Commission discussed the trail connection from 195`' Circle to the Great Northern
Trail and more information will be provided to the commission at a future date.
Moved by Commissioner Niziolek and seconded by Commissioner Anderson
to recommend to City Council to accept staff recommendations that park
dedication for Reserve at Woodland Hills be paid for the final number of
dwelling units at final plat approval at the rate applicable when the
subdivision is released for recording. Motion carried 7-0.
Discuss at next meeting trail connection from 195th Circle to the Great Northern
Trail.
7.2 Donation Policy
Mr. Hecker shared his staff report.
Moved by Commissioner Anderson and seconded by Commissioner
Holmgren to recommend to City Council to approve the Donation Policy.
Motion carried 7-0.
7.3 2021 Commission Meeting Calendar
Mr. Hecker shared his staff report.
Moved by Commissioner Soltvedt and seconded by Commissioner Loidolt to
accept the 2021 Parks and Recreation Commission meeting schedule, meeting
on the second Wednesday of each month at 6:30 p.m. Motion Carried 7-0.
8.1 Athletic Field Inventory
Mr. Hecker read his staff report.
Commissioner Holmgren said that finding field dimensions has become a lot easier
with the use of a range finder and has offered to help measure the fields.
Chair Williams suggests having a special meeting for anyone interested in working on
the field inventory.

Commissioner Anderson requested getting surface area population and
demographics in addition to participation numbers. The information can be a useful
tool in the future.
Council member Wagner agrees that we need the participation numbers from the
athletic associations to make sure that our inventory meets the needs of participants.
Special Meeting set for Wednesday,January 27th at 6:30 p.m.
9. Active Elk River Update
Mr. Hecker shared his Active Elk River Update in his directors'report and added the
Mississippi Road trail information.
10. Parks and Recreation Director Update
Mr. Hecker shared his staff report.
Commissioner Anderson asked if there has been an engineer assigned to the Upland
Ave construction that will begin in 2024.
Mr. Hecker said that Sherburne County will oversee the project and will check to see
what engineer is assigned to the project.
Commissioner Anderson asked when the trail rating system will be presented to City
Council.
Mr. Hecker said it will probably be in February and he will also share it with the
commission.
Council member Wagner would like the trail rating system to go to the commission
before the council meeting.
Commissioner Soltvedt asked if the city will need to pay a share of the Upland Ave
trail in 2024.
Mr. Hecker said the city's share will come out of the Active Elk River fund.
Commissioner Rathbun asked about trail crossing safety assessment at trail crossings.
Mr. Hecker stated he will talk to the city engineer,Justin Femrite.

II. Announcements
Commissioner Anderson said this year's use is up at Woodland Trials Regional Park
and he is estimating there has been around a couple hundred people a day and up to
1000 people on Saturday and Sunday which is up from previous years. People are
happy and he believes it is because we have separate systems for cross country skiing,
snow shoeing and walking.

River Parks and Recreation Commission at 7:27 p.m.
