Adopt, by motion, a resolution authorizing application submittal, and a commitment to execute the grant
agreement if funds are awarded for the 2021 Minnesota Amateur Sports Commission Skate Park Grant Program.
Background/Discussion
The Minnesota Amateur Sports Commission is soliciting applications for its 2021 Skate Park Grant Program. The
grant program will reimburse up to $125,000 of completed projects. The result of a successful grant shall be to
develop a skate park capable of hosting competitions and training, serve as a recreational amenity for the
community for users of all ages, and maximize the community’s ability to generate economic benefits.
Applications are due Thursday, April 15, 2021.
The MASC intends for this grant program to accomplish the following goals:
1. Encourage communities and organizations to work in partnership to develop and operate skate parks.
2. Provide increased opportunities for female participation in skate boarding.
3. Encourage the development of skate parks that serve community sport and non-sport needs and ensure
skateboarding groups will also have adequate access to the facility.
Financial Impact
The grant program would provide up to $125,000 for reimbursement of costs for completed skate park
construction.

Resolution 21-____
A Resolution of the City Council of the City of Elk River Authorizing Filing of
Application and Commitment to Execute the Grant Agreement if Funds are Awarded
WHEREAS, the Minnesota Amateur Sports Commission (MASC), via state bonding funding,
provides for general funds to assist political subdivisions of the State of Minnesota for the fulfillment of
the purpose and goals of the Skate Park Grant Program, and
WHEREAS, the City of Elk River desires to complete its project named Elk River Skate Park at
Orono Park located at 18599 Gary Street NW, Elk River, Minnesota.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota, as follows:
BE IT RESOLVED that the total cost of completing the project shall be $392,700 and the City of Elk
River is requesting $125,000 from the 2021 Skate Park Grant Program and will assume responsibility for
a matching contribution of $125,000
BE IT FURTHER RESOLVED that the City of Elk River agrees to own, assume 100 percent
operational costs for the facility or equipment, and will operate the facility for its intended purpose for
the functional life of the facility which is estimated to be 20-years.
BE IT FURTHER RESOLVED that the City of Elk River agrees to enter into necessary and
required agreements with the MASC for the specific purpose of completing the project.
BE IT FURTHER RESOLVED that a request for reimbursement be made to the MASC for the
amount awarded after the completion of the project.
BE IT FURTHER RESOLVED that Michael Hecker, Director of the City of Elk River Parks and
Recreation department is authorized and directed to execute said application and serve as the official
liaison with the MASC.
