Adopt, by motion, an ordinance amending the 2021 City of Elk River Fee Schedule.
Background/Discussion
On February 16, 2021, the City Council reviewed the park dedication fees as outlined in the city fee schedule. Of
specific concern was the per unit rate for high-density residential developments. The Council believed the current
rate discourages larger apartment projects and directed staff to amend the fee schedule to cap park dedication at
$500,000 for high-density residential projects. The change will impact projects larger than 100 units.
The attached ordinance amends the fee schedule as directed.
Council reviewed the rental dwelling ordinance and fees previously. There was a charge for Single Family
Conversion inadvertently left in the fee schedule. This fee will be removed from the schedule as well.
Financial Impact
Large apartment projects will pay less park dedication per unit.

An Ordinance Amending the 2021 Master Fee Schedule of the City of Elk River,
Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That the Park Dedication section in the City of Elk River 2021 Master Fee Schedule
shall be amended to read as follows:
PARK DEDICATION FEE
Residential
o Low Density (7 DU/acre) $1,425.93/dwelling unit
o Medium Density (4 to<7 DU/acre) $1,075.79/dwelling unit
o High Density (>7DU/acre) $4,897.04/dwelling unit
The park dedication fee for high-density residential projects shall be capped at
$500,000.
Commercial 8% of county assessed value of property
Industrial 6% of county assessed value of property
RENTAL DWELLING LICENSE
$100 new
Single Family
$100 per dwelling annual renewal
$100 new
Multi-Unit
$100 + $10 per unit
$150 plus initial license fee

SECTION 2. That this ordinance shall take effect upon adoption and be published as provided by
