I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 6:00 p.m. by Acting Mayor Christianson.
2. Sherburne County Assessor's Report
Beth Boysen, Sherburne County Residential Appraiser, presented information on the
assessment procedures and statistics for the City of Elk River 2021 assessments.
Councilmember Westgaard asked why the number of "good sales" was such a high
percent of total sales.
Michelle Moen, Sherburne County Assessor, stated that new constructions were not
included, which affected the number considered "good sales".
3. Hear Appeals Submitted by Attendees
Jessica Barthel, Property Manager of Pullman Place, introduced board
members in attendance: Larry Toth, Don Arndt, and Robert Jones.
Ms. Barthel described the limited equity formula used to determine the value
of the 65 units located in Pullman Place. Pullman Place is a cooperative
housing building managed by Guardian Angels and insured by Housing and
Urban Development (HUD). Revenue is generated through monthly fees
which are used to cover expenses. Currently, 10.5% of the monthly fees go
toward property taxes. Shares in the units do not ebb and flow with the
housing market but stay at a 1% increase. Owners cannot sell their unit for
more than the established listing amount, even if they have upgraded their
property.

Council asked if there were other cooperative houses in the state that could
be referenced for other ways to structure the property taxes.
Council felt that HUD should be providing guidance and did not feel they
could make a decision at the local board of appeals level on this issue.
Council asked to be updated on the development of the request.
Moved by Councilmember Westgaard and seconded by
Councilmember Beyer to make no change to the following parcels:

Motion carried 5-0.
4. Hear Miscellaneous Appeals by County
2. Gary M and Linda Atkinson, Parcel Identification Number 75-883-0110
Krista Thoe, Sherburne County Residential Appraiser, distributed a handout
on the above parcel.
Moved by Councilmember Christianson and seconded by
Councilmember Westgaard to make no change to parcel 75-883-0110 as
recommended by the county assessor. Motion carried 5-0.
3. Ann M Davis, Parcel Identification Number 75-462-0135
Ms. Thoe distributed a handout on the above parcel.
Moved by Councilmember Wagner and seconded by Councilmember
Beyer to make no change to parcel 75-462-0135 as recommended by
the county assessor. Motion carried 5-0.
4. Harnois Living Trust, Parcel Identification Number 75-130-4202
Ms. Thoe distributed a handout on the above parcel.
Moved by Councilmember Christianson and seconded by
Councilmember Westgaard to adjust the value of parcel 75-130-4202
from a building value of $142,000 to $134,900 as recommended by the
county assessor. Motion carried 5-0.
Mayor Dietz asked what the average percent increase was on property taxes in Elk
River.

Ms. Thoe responded that the average increase was 7%.
Councihnember Westgaard asked about his property tax statement.
Ms. Boysen stated that last year was a partial statement since his home was under
construction, but the current statement is the full assessed value.

6. Adjournment
There being no further business, Mayor Dietz adjourned the meeting of the Elk
River City Council at 7:02.p.m.
