97-102 RESEXTRACT OF MINUTES OF A MEETING OF
THE CITY COUNCIL OF THE
CITY OF ELK RIVER, MINNESOTA
Pursuant to due call and notice thereof, a special meeting of the City
Council of the City of Elk River, Minnesota was held at the Elk River City
Hall on September 24, 1997, beginning at 5:15 p.m.
The following Council Members were present:
Council Members Thompson and Dietz
Mayor Duitsman
and the following were absent: Council Members Holmgren and Farber
The City Clerk presented affidavits of posting and publication of a
Notice of Election held in accordance with the resolution adopted on July 28,
1997, authorizing said election to vote on the question of borrowing money
and issuing bonds in an amount not to exceed $2,000,000 for the purpose of
defraying the expense of the acquisition, construction, equipping and
betterment of public park and recreational facilities for the City, and also
presented the official returns of the judges of election. Said affidavits and
returns were duly examined, approved and ordered placed on file in the office
of the City Clerk.
Council Member ThompsQl~troduced the following resolution and
moved its adoption:
RESOLUTION 97-102
A RESOLUTION CANVASSING RETURNS OF
PARK BOND REFERENDUM
HELD SEPTEMBER 23, 1997
BE IT RESOLVED, by the City Council of the City of Elk River,
Minnesota, that it is hereby found, determined and declared that the election
on a question held in and for said City on September 23, 1997, was in all
respects duly and legally called and held and the returns thereof have been
duly canvassed, and the votes cast at said election for and against the
following question were as follows:
"Shall the City of Elk River, Minnesota, be authorized to issue its
general obligation bonds in an amount not to exceed $2,000,000 to defray the
expense of the acquisition, construction, equipping and betterment of public
park and recreational facilities for the City?"

BE IT RESOLVED, that said proposition, not having received the
approval of a majority of the votes cast thereof, is hereby declared to have
failed.
Adopted by the Elk River City Council on September 24, 1997.
The motion for the adoption of the foregoing Resolution was duly

seconded by Council Member
taken thereon, the following Council Members voted in favor thereof:
Mayor Duitsman, Council Members Thompson and Dietz
and the following voted against the same:
None
Whereupon said Resolution was declared duly passed and adopted.
