A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ADOPTING 1988 PAY PLAN FOR NONORGANIZED
CITY EMPLOYEES
BE IT RESOLVED by the City Council of the City of Elk River that
the attached pay plan marked Exhibit 3 be approved and
adopted effective January 1, 1988.
Passed and adopted this 12th day of December, 1987, by the City
Council of the City of Elk River.

1988 COMPENSATION PLAN
Exhibit 1
1.
All management positions, Department Heads and the City
Administrator, have an existing pay plan that was approved
by the City Council in 1986. All salary ranges for these
positions were increased 2% based on Step 5 in 1987 in order
to remain competitive to the private market and comparable
~o similar communities. These ranges will increase by 3% on
1/1/88. In order to continue to remain comparable and
competitive these ranges will have Step 5 increase by 10% on
7/1/88 but Step 1 of the ranges will remain the same and the
middle steps will be adjusted.
2. Adjustments in the management position pay ranges calls for
the Building & zoning Administrators pay range to change to
that of the Waste Water Treatment Plant Superintendent; the
Street Superintendent pay range to change to that of the
Police Chief; the Finance Director pay range to change
so that Step 5 is 1.2% above the pay range for the Police
Chief and Street Superintendent; and City Administrator pay
range to change so that step 5 is 20% above the pay range of

Heads is listed in Exhibit 2.

6. All permanent part time liquor store and clerical employees
are to receive pro-rated benefits for vacation, holiday, and
sick time. These employees must be scheduled to work an
average of at least 20 hours per week.
7. The Assistant Fire Chief/Assistant Civil Defense Director
shall recieve $600.00 per year. The Fire Chief/Civil
Defense Director shall receive $17,000 in 1988 based on a
one-half time work status.
8. The custodian shall receive $5.00 per hour.

All organized employees (police) will have their wages Bnd
benefits adjusted per Council approval of the Police Union
Contract and are not governed by any clauses of this
approved resolution.
10. All City employees on probation will not receive a wage
adjustment. Employees on probation are to receive a wage
adjustment at the completion of their probationary period of
5%, un]ess otherwise provided in their pay plan or adjusted
by Council action.

13. When the Waste Water Treatment Superintendent and the Street
Superintendent are on vacation for at least one continuous 8
hour period, then one employee in the WWTP Department and up
to two employees in the Street/Parks Department will receive
an additional $.50 per hour for functioning as "lead contact
worker". This adjustment during the absence of the
department head is to reflect additional responsibilities
directing the work crew and the work program.
14. To encourage continuing education for City employees, the
City will reimburse 3/4 of the tuition fee to employees for
successfully completing classes directly related with their
position with the City. Any such class must be taken on
employee time and receive written approval by the City
Administrator before tuition reimbursement will be made.

It is acknowledged that the 1988 Compensation Plan is
approved in order to become in compliance with the
Comparable Worth Law and that the adjustments reflected in
this Exhibit and Exhibits 2 & 3 are based according to the
Comparable Worth Law for making internal relationship
comparisons and comparisons to the private market.

16. The following changes in titles for various positions will be
effective 1/1/88 in order that the title more accurately
reflect the duties and responsibilities of the position.
The position titled Receptionist in the administration
department (two part time employees) will have their
position titled Secretary/Receptionist. The Police
Administrative Secretary title will change to Terminal
Agency Coordinator (TAC Officer). The Accounting Clerk
title will change to Senior Accounting Clerk. The Assistant
Building Official title will change to Building Official.
The Street Superintendent title will change to Street/Parks
Superintendent.
