Optional Liquor 2a.m. Renewal for Elk River Bowline.
BACKGROUND
Liquor licenses run from July 1 through June 30 \vith the exception of the 2 A.Iv!. license.
The 2 AJvL license runs for one-year concurrent at the time of application. Elk River Bowl
has a 2 AJvl. license until 9/28/05. .L-\.ttached is a rene\val application that has been
submitted to the Alcohol and Gambling Enforcement Division of the Department of Public
Safety. I have certified that the City of Elk Ri,.rer approves the sale of alcoholic be"\rerages
until 2 A.Iv1.
ACTION REQUESTED
No action needed since our ordinance allows the serving of alcoholic beverages until2A.Ivl.
and this optional liquor license is obtained through the State. I have attached Police Chief
Beahen's memo stating that he is in support of continuing the later closing time.

2 a.m. Bar closings
Since the inception of the 2 a.m. bar closings, I am pleased to report that the later closings
have not resulted in any rise in calls for service, arrests related to the later closings or
incidents at any of the licensed establishments.
I \vould support continuing the later closings without any data to illustrate any negati\Te
impact upon the community.
