I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 5:30 p.m. by President Tveite.
2. Pledge of Allegiance
Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Commissioner Blesener and seconded by Commissioner
Christianson to approve the agenda.
Motion carried 6-0.
4. Consider Consent Agenda
Moved by Commissioner Wagner and seconded by Commissioner Beyer to
approve the following consent agenda:
4.1 March 15,2021, Minutes
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/expenditure report as outlined in the staff report.
Motion carried 6-0.
5. Open Forum
No one appeared for Open Forum.
6. Public Hearings
There were no public hearing items.

7.1 Public Art Initiative Funding
Ms. Eddy presented the staff report.
Commissioner Wagner thanked the First Bank of Elk River for their $2,000
contribution.
7.2 COVID-19 Small Business Emergency Microloan Application —Azitala
Yoga
Ms. Eddy presented the staff report.
Motion by Commissioner Wagner and seconded by Commission Beyer to
approve the COVID-19 Small Business Emergency Microloan Application for
Azitala Yoga.
Motion carried 6-0.
7.3 Together Elk River Campaign Update
Ms. Eddy presented the staff report.
Councilmember Westgaard arrived at 5:34 p.m.
Ms. Eddy played the video and outtake video created for the "Are you an Elk River ��
ShoppER?" campaign. The video is posted on social media.
2021 Spirit Week is planned from May 3-7, 2021.
Commissioner Christianson asked if the video could be shown at the Furniture and
Things Community Event Center.
Mr. Portner will look into this option.
7.4 Joint Finance Committee —Amended Bylaws
Ms. Eddy presented the staff report.
Motion by Commissioner Christianson and seconded by Commission
Westgaard to approve the amended bylaws which reflects the updated
representation of the Joint Finance Committee. Motion carried 7-0.
8. Adjournment
There being no further business, President Tveite adjourned the meeting of the Elk
River Economic Development Authority at 5:41 p.m.
