I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Heritage Preservation
Commission was called to order at 6:00 p.m. by Chair Lindberg.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider March 18, 2021, Agenda
Moved by Commissioner Mortensen and seconded by Commissioner
Hangaard to approve the March 18, 2021, agenda as presented.
Motion carried 7-0.
4. Minutes of January 21, 2021, Heritage Preservation Commission
meeting
Moved by Commissioner Mortensen and seconded by Commissioner Fox to
approve the January 21, 2021,meeting minutes.
Motion carried 7-0.
5.1 Election of Officers - Chair
Moved by Commissioner Fox and seconded by Commissioner Hangaard to
re-elect Lance Lindberg to continue serving as the Chair of the Heritage
Preservation Commission.
Motion carried 7-0.

5.2 Election of Officers —Vice Chair
Moved by Chair Lindberg and seconded by Commissioner Hangaard to re-
elect Debra Mortensen to continue serving as the Vice Chair of the Heritage
Preservation Commission.
Motion carried 7-0.
6.I HPC Projects and Updates
Commissioner Griffiths began discussion by presenting his first draft and sources for
a prospective script regarding a documentary. He was open to input. He wrote it as a
voice-over with an authoritative tone like talking points. He noted he didn't have
much information regarding the presence of Native Americans
Chair Lindberg suggested several titles to Commissioner Griffiths for Native
America history,both for relationships between European travelers and natives, and
Dakota, Ojibwe, and Sioux tribes.
Commissioner Griffiths continued by stating his goals for this project will be to
complete the script this spring and begin gathering video footage this summer. He
discussed how long the video may end up being as estimated by the number of script
pages He figured around 10-12 minutes.
Chair Lindberg asked if he envisioned if he would have smaller segments of videos
with specific topics, as he has seen on YouTube.
Commissioner Griffiths asked if any old footage or recordings were available
Chair Lindberg Bank of Elk River owns film from around 1915 -1916 which was not
high quality but usable.
Commissioner Mortensen provided some information regarding Elk River resident
and barber Perry Jones,who lived his life as a Native America but was African
American, and he took photos of the city which were on glass. She stated most of
them were destroyed but he has a fascinating history.
Mr. Carlton suggested script comments and suggested be provided to Commissioner
Griffiths by April so he would have time to incorporate them and the commission
could discuss at the May HPC meeting. Mr. Carlton asked if Commissioner Griffiths
could provide a budget dollar amount for upcoming 2022 budget discussions.
Commissioner Griffiths stated the budget would come down to costs filming,
researching,purchasing licensing of other videos to use, and editing. Using city staff
and cameras would be helpful. He would like to ask them how much time they
foresee needing. He also wondered if it would be a problem to use staff time and
equipment.

Mr. Carlton stated as long as there is a schedule and planned ahead of time, there
would be no problems using staff. He stated they can finalize a budget amount at the
May commission meeting.
Mr. Carlton provided an update on the water tower restoration project. He spoke to
the contractor,who was going to consider moving the city's project to the start of
his schedule and may be able to begin work in late April or early May.
Mr. Carlton led the commission through a brainstorming session to provide
feedback on the vision of the water tower site. The commission reviewed a draft
layout and discussed including the following:
-Information kiosks
-U-shaped flow with stops for information either by category or historical order
-Benches
-Pergola along a concrete walkway
-Lower shrubbery and flowers to prevent visual barriers with taller, larger items.
-Mural with scene of the downtown on fire (representing the need for the water
tower)
-Create an atmosphere of a meeting place
Mr. Carlton suggested a minimalist approach to begin with — sidewalk, benches, add
kiosks,low investment and maintenance.
Commissioner Mauren, Commissioner Mortensen, and Commissioner Cole asked to
be involved in helping with the RFP for the site design.
Commissioner Griffiths provided an update on the academic journal project,noting
he looked into accessing some research services specifically Newspapers.com to see
if the city could access their items to use on the city's website and is waiting to hear
back to see if the city has the rights to use them. He is also waiting to get back into
the Sherburne History Center to access their records.
7. Adjournment
There being no further business, Chair Lindberg adjourned the meeting of the Elk
River Heritage Preservation Commission at 6:50 p.m.
