Background/Discussion
The Rolling Hills Homeowners Association (HOA) is in the process of determining the type of improvement
they will pursue for their failing sewer system.
One of the options is to connect to the municipal sewer collection system. The estimated cost for this option is in
excess of $93,000. Due to the high cost of the connection, the HOA is asking the Council to consider financing
the project through a Chapter 429 Special Assessment but carried over a longer term of 25-30 years.
Our current petition policy allows for 10-year assessments but has been extended to 15-years for other projects.
Staff is comfortable supporting the request. Ultimately the project, if it moves forward, would be financed
through our Trunk Utility Fund with assessment revenues replenishing this fund as they are received.
If the Council is willing to extend the repayment period by consensus and the HOA engages in the next steps
toward project development, (includes an approved vote of their HOA, agreement, and escrow to the city for
design costs) the repayment term would be reflected during the final assessment documentation and hearing.
