CITY OF ELK RIVER
AN ORDINANCE OF THE CITY OF ELK RIVER AMENDING
SECTION 402, DISORDERLY CONDUCT, BY ADDING SUBSECTION
402.06, GLUES AND RELATED SUBSTANCES
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. That Section 402, Disorderly Conduct, of the Elk River
City Code be amended by adding subsection 402.06, Glues and Related
Substances, which shall read as follows:
402.06 ~ GLUES AND RELATED SUBSTANCES

1. Purchase, Sale and Possession. The inhaling, breathing or
drinking of certain substances, commonly known as glue, is
prohibited and the purchase, sale and possession thereof are
regulated as follows:
A. Inhalinq, Breathinq, Drinkina of Certain Substances
Prohibited. No person shall inhale, breathe, drink, be or
become intoxicated by reason of inhaling, breathing or
drinking any substance commonly known as glue, adhesive,
cement, mucilage, dope, solvents, lacquer, drugs, fingernail
polish, nail polish remover or thinners for the above-named
substances, or any substances containing toluol, hexane,
trichloroethylene, acetone, touene, ethyl acetate, methyl
ethyl ketone, trichoroathane, isopropanol, methyl isobutyl
ketone, methyl cellosolve acetate, cyclohexanone, or any
other substance which contains ketones, aldehydes, organic
acetates, ether, chlorinated-hydrocarbons, or any other
similar ingredient which releases toxic vapors for the
purpose of inducing symptoms of intoxication, elation,
excitement, confusion, dizziness, paralysis, irrational
behavior, or in any manner change, distort or disturb the
balance, coordination or the audio, visual or mental
processes.

B. Purchase, Sale or Possession Reaulated. No person
shall, for the purpose of violating or aiding another to
violate any provisions of this Chapter, intentionally
possess, buy, sell, transfer possession or receive possession
of any glue conta~n~ng the intoxicating substances listed in
Section 402.06 (1) (A).

C. Self-service Displav Prohibited. Retail establishments
selling glue containing the intoxicating substances defined
in Section 402.06 (1) (Alshall not sell glue from a self-
service display.
2. Penalties
Any violation of this Chapter is a misdemeanor.
Section 2. That this ordinance shall take effect and be in
full force from and after the date of its publication.
Passed and adopted by the City Council of the City of Elk River
