91-003 ORD -- e e ORDINANCE 91 - 3 CITY COUNCIL OF THE CITY OF ELK RIVER AN ORDINANCE REGULATING THE STORAGE, COLLECTION, TRANSPORTATION, AND DISPOSAL OF REFUSE AND RECYCLABLE MATERIALS The City Council of the City of Elk River ordains: Section 1. Section 602.13 of the Elk River Code of Ordinances is hereby amended as follows: 1. The City Council of the City of Elk River may establish an appeal board to consider appeals from the strict application of this Ordinance. Determinations of appeal board may be appealed to the City Council. 2. Refuse Collection Schedule. amended to read: Section 602, SUbdivision/~ is The contractor shall collect refuse in that portion of the City described in the contract at least once a week. Exceptions to weekly collection may be established upon the advice and recommendation of the Recycling and Solid Waste Administrator. No refuse collection shall take place before 6:00 a.m. or after 7:00 p.m. of any day. Passed and adopted this 28th day of January, 1991. Effective upon publication.
