Backrround
The applicant is requesting a Massage Therapist License to practice therapeutic massage at
Salina Salon & Day Spa located at 19262 Freeport Street. The applicant has met the 500
hours of completed coursework and cleared a background check but has not yet graduated
from school. (Our ordinance states that both are needed.) He is scheduled to graduate in
December. Mr. Herndon has one massage type class left in his school program. Mr.
Herndon has submitted a letter from Melissa Powell, partner of Salina Salon & Day Spa,
stating she is okay with Mr. Herndon's credentials and would like to have him start work on
August 17, 2005.
Action Requested
It is recommended that the City Council approve a Therapeutic Massage License to Timothy
Herndon to work at Salina Salon & Day Spa through December 31, 2005. If Mr. Herndon
wishes to renew his Massage Therapist License for 2006 he must submit a copy of his
diploma or certificate of graduation.

Salina Spa Salon has hired Tim Herndon as a Massage
Therapist. We understand that Tim has not received his diploma
yet from High Tech Institute he is expected to graduate in
December of 2005 with more than enough qualifications for this
job. We are willing to let him practice massage at our Spa
without his diploma. We believe that his current qualifications are
above standard.

Sec. 38-243. Educational requirements.
(a) Each applicant for a massage therapist license shall furnish with the
application proof of the following:
(1) A diploma or certificate of graduation from a school approved by the
American Massage Therapist Association or other similar reputable massage
association; or
(2) A diploma or certificate of graduation from a school which is either
accredited by a recognized educational accrediting association or agency, or is
recognized by the state higher education coordinating board or other state
agency having jurisdiction over the school.
(b) Each applicant shall also furnish proof at the time of application of a
minimum of 500 hours of successfully completed course work in the following
areas:
(1) The theory and practice of massage, including, but not limited to,
Swedish, Esalen, shiatsu, and/or foot reflexology techniques;
(2) Anatomy, including, but not limited to, skeletal and muscular structure
and organ placement, and physiology; and
(3) Hygiene.
