Preliminary Plat City Council/AS 05-02 August 15, 2005 Page 2 Overview The applicant is proposing to subdivide a 5.74 acre parcel into a 3.24-acre lot (parcel A) and a 2.50-acre lot (parcel B). The property has frontage on Auburn Street in the Deerfield First subdivision. There is an existing house located on the property, with single family homes surrounding the property on the north, west and south sides. An undeveloped parcel of land lies to the east which is zoned for 2 %-acre, single family residential use. Approximately one quarter of the property consists of wedand. The majority of the site is open with some mature trees on site and has moderate topography. Analysis The proposed lots comply with the dimensional requirements of the R1a zoning district for lot area and width. As indicated in the City Engineer's memo, the new parcel should have enough buildable area to support a home pad, primary and secondary septic fields and well location. These items will need to be shown prior to a building permit being issued. Park and Recreation Commission The Park and Recreation Commission recommended park dedication in the form of cash for one lot. Recommendation Staff recommends that the City Council approve the administrative subdivision for Goetz/Gilbertson with the following conditions: 1. All comments from the City Engineer shall be addressed. 2. Park dedication fees for one lot shall be paid prior to releasing the subdivision for recording. 3. Surface water management fees for one lot shall be paid prior to releasing the subdivision for recording. The revised plan was dated August 10, 2005. As you are aware, our previous memo dated July 13, 2005 recommended denial of this lot split because of the buildable parcel that would have been created was too small to support on-site sewer and water, in our opinion. The new drawing provides the additional information we requested, plus proposes an easement vacation on the newly created lot creating a buildable area of substantially more square footage. Based on this new information, we are now prepared to recommend approval of the lot split with one condition. That condition would be that the wetland on the newly created parcel be identified and the existing drainage easement be vacated up to the wetland boundary and to within 20 feet of the south property line. This will maximize the buildable area on the newly created lot. The original drawing had a buildable area of approximately 0.6 acres. We believe with the easement vacation up to the wetland and within 20 feet of the south property line, the buildable area will expand to over 0.8 acres. This is a much more adequate size to support a home and a primary and secondary- septic system, along with a well location. The actual location for these facilities will be required to be identified at the time of building permit application. If you have any questions regarding this information, please call.
