DRAFT EDA MINUTES 07-19-2021 VA City of Elk Meeting of the Elk River River Economic Development Authority Held at the Elk River City Hall Monday,June 21, 2021 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer,Jennifer Wagner,Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: City Administrator Cal Portner,Economic Development Specialist Colleen Eddy, and Deputy Clerk Jessica Miller I. Call Meeting to Order Pursuant to due call and notice thereo , `'e meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited, 3. Consider Agenda Commissioner Wagner moved 4.5 to general business. Moved by Commissioner Wagner and seconded by Commissioner Blesener to approve the_,agenda._ Motion carried 7-0. 4. Consider Consent Agenda Moved by Commissioner Wagner and seconded by Commissioner Westgaard to approve the following consent agenda: 4.1 May 17, 2021, regular minutes. 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Public Hearings There were no public hearing items. 7.1 Public Art Initiative Update Ms. Eddy provided an update on the public art initiative. Commissioner Blesener questioned if staff was confident in finding a solution. Ms. Eddy explained Granite Shores donated use of a structural engineer to work on finding a solution and she is confident one will be found. 7.2 Together Elk River Campaign Update Ms. Eddy indicated staff sent a survey to Elk River businesses to better understand their needs during the Highway 10 and Jackson construction projects. She stated a couple businesses would like clarity on access points, parking, and tools to navigate drivers through the construction rocess.,_ She stated brand ambassadors met last week to discuss other items that may have more of an impact on businesses during construction. Some of the items being planned are a Spirit Week and a job fair. Commissioner Wagner added a large issue that came out of the meeting is employers are unable to find employees, so the group is working on a job fair event to help showcase local businesses. 4.5Resolution Accepting Donations for the Slipstream Public Art Initiative. Ms. giddy presented the staff report. Commissioner Wagner indicated she removed this item from the consent agenda as she felt it was important to publicly recognize community partnerships. Moved by Councilmember Wagner and seconded by Councilmember Christianson to adopt resolution 21-03 acknowledging contributions from the Bank of Elk River, First Bank of Elk River, the State Farm Agency, and the Elk River Area Chamber of Commerce.
