Action Requested
Approve, by motion, the Conditional Use Permit with the following
conditions to satisfy the standards set forth in Section 30-654:
1. The applicant shall receive a commercial kennel license from the
city.
2. No more than six (6) animal units shall be allowed outdoors at

The property is zoned R1-a (single family residential) where Figure I
Commercial Kennels require a Conditional Use Permit (CUP). The ordinance defines a Commercial Kennel as any
premise where more than six (6) domestic animal units, over the age of six (6) months, are boarded, trained, or
bred for compensation, except for animals being raised as agricultural animals, an animal hospital, a veterinary
clinic, or a pet shop. The grooming portion of the business also falls under the commercial kennel classification.
The applicant is seeking a CUP to operate a dog grooming and boarding/daycare facility.
They are proposing to operate the business in the existing two car garage and have no plans of adding any
additional structures for the business.

Planning Commission
During the public hearing, two neighbors expressed concerns with traffic, animal noise, smell, and how this could
affect their property resale.
The Commission asked how many cars would come to the property per day. The applicant indicated
approximately 4-5 dogs are groomed per day plus any overnight boarding dogs and it takes between 2-3 hours to
groom an animal depending on size.
The Commission understands the neighbors' concerns with noise and there are both CUP conditions and noise
ordinances in place to help accommodate their concerns.
Staff has received no further comments regarding the proposal since the Commission meeting.
The Commission unanimously recommended approval of the request.

They are proposing to operate the business in the existing two car garage and have no plans of adding any
additional structures for the business. The applicant also states there is no need for outside storage. Dogs will be
utilizing the fenced -in area for exercise and to relieve themselves.
The hours of operation for the grooming business will be Monday — Friday, 8:00 a.m. — 6:00 p.m. and Saturday,
8:00 a.m. — 1:00 p.m. The boarding business could occur 24 hours a day, 7 days a week. They typically have only 2-
3 dogs at a time.
There is ample space on the driveway for parking and animal pickup/drop off.
Applicable Regulations
In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the
development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in
Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any
potentially adverse effects upon adjacent properties, the neighborhood or the city.
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public
health, safety, morals, comfort, convenience orgeneral n el of the neighborhood or the city.

Seeking permission to continue business and operation of a pet grooming business, small
boarding and daycare facility.
All guidelines have been reviewed of the comprehensive plan and we feel that the strong sense
of community would be enhanced by the operation of this small locally owned and operated
business.
We have one employee (myself)
Our hours of operation are posted as Monday — Friday Sam- 6pm and Saturday 8am-1pm
However, these can be less due to volume of business. We have parking for drop off and pick
up as customers do not need to stay for any extended period of time.
We are proposing that this business be allowed to operate in the existing two car garage and no
construction or expansion are expected. We have no need for any outside storage at all. If
approved the business as a whole will operate and exist solely within the above -mentioned
space.
