ORDINANCE 90 - 24
AN ORDINANCE AMENDING SECTION 900.24 - PARKING AND
LOADING REGULATIONS. SUB 4 - YARDS AND SUB 11(d)
LANDSCAPING AND SCREENING
The City Council of the City of Elk River does ordain as
follows:
Section 1. That section 900.24(4) of the Elk River City
Code of Ordinances titled, "Yards", and section 900.24(11d) of
the Elk River Code of Ordinances titled, "Landscaping and
Screening" be amended as follows:
4. Yards
a.) In multifamily, commercial, and industrial districts, no
parking or loading space shall be located within ten (10)
feet of any property lines, except that zero lot lined
multifamily dwellings may have parking that abuts the zero
lot lined property boundaries. Further, non-single family
residential uses located in single family residential or
agricultural conservation districts shall also be subject
to these requirements.

b.) In a C-3 Highway Commercial District, 1-1 Light Industrial
District, and 1-2 Medium Industrial District, no parking
or loading space shall be located within thirty (30) feet
of any property line that abuts any residential or
agricultural conservation district unless separated by
right-of-way.
d. Landscaping and Screeninq - All loading berths shall
be screened from view from the property across the street
frontage and/or from the zoning district boundary when the
adjacent property or property across the street frontage
or side street frontage is zoned or used for residential
purposes. Said screening shall be accomplished by a solid
wall not less than six (6) feet in height and shall be so
designed as to be architecturally harmonious with the
principal structure. Screen plantings may be substituted
for the prescribed wall; however, such plantings must be
of such type as to permit a minimum of eighty (80%)
opacity during all months of the year.

Trash receptacle in multifamily, commercial and industrial
zoned districts must be screened on all sides. Such
screening shall be a minimum of four (4) feet high but
must be higher than the trash receptacle. Screening must
be a design that is compatible with the structure it
serves and be of sufficient size to accommodate
recyclable.

in full force from and after the date of its publication.
