Background/Discussion
During the administration division’s budget meeting on July 26, 2021, the Council was presented with the two
attached positions descriptions which were intended to replace the current government access cable coordinator
and cablecaster positions. Council agreed to implement this change in budget year 2021 rather than wait until
2022. These positions will be filled with current cable staff and the existing positions will be eliminated.
Jake Pace is currently being paid at the top step of pay grade 3N. The Senior Multimedia Specialist position is
scored into paygrade 7E. Mr. Pace will begin at step C.
Micaela Strand is currently part-time and paid outside of our pay plan. The Multimedia Specialist position is scored
into paygrade 8E. Ms. Strand will begin at step A and be eligible for insurance benefits as a full-time employee.
Pay and benefits for these employees are consistent with city policy.
Financial Impact
The changes will be accounted for through current year existing position vacancies. Funding would come from
cable-rebated funds and transfers from the FTCenter in future budgets.

Position Summary
The Multimedia Specialist 1 coordinates the development and production of quality video
programs and multimedia content to supports programs and initiatives of various departments by
performing duties related to the operation and maintenance of citywide multimedia systems. This
position also assists with event coordination, promotional campaigns, photography, and web
editing.
Essential Functions
1. Works with communications team and a variety of departments to coordinate, produce, and
manage video and multimedia productions for web, broadcast, and social media use with
both internal and external audiences from program concept to final product.
A. Receive, evaluate, and prioritize requests for media services. Provide outline of
projects and estimated date of delivery.
B. Performs technical and professional work in the preparation of video production,
prepares script material, storyboards, and production plans; supervises film location;
performs still photography, non-linear editing, interviewing, sound recording and
mixing.
C. Performs post-production editing, including the incorporation of graphics and
effects.
D. Works in Adobe Creative Cloud, particularly Premier Pro, After Effects, Illustrator,
and Photoshop and in Office 365.
E. Creates social media graphics and video animations for various media platforms.
F. Creates, updates, and maintains an inventory of photographs to utilize as stock
footage for various promotional materials and media platform.
G. Operates and captures drone footage to utilize for stock images, mapping, and video
content.
H. Trains staff to update elements of the website and media platforms as well as
conducts basic updates as needed.
I. Ensures graphic consistency and adherence to brand guidelines.
J. Maintains records and prepares status reports on programming and other activities.
2. Maintains and organizes channel, programs, and equipment.
A. Coordinate scheduling and programming for the government access channel.
B. Monitors the cable channel and verifies live and playback transmission signals from
city hall daily. Reports issues to cable television provider and supervisor.
C. Works closely with technical consultant and service technicians to maintain and

repair equipment and track system upgrades.
D. Acts as backup for live broadcasting of city meetings.
E. Provides customer service to city staff, officials, and the public by answering
questions, addressing problems, and providing training, and technical guidance for
their presentations.
F. Manages and takes inventory of equipment.
G. Fulfills requests for review or copies of programming.
3. Performs supervisory duties.
A. Assigns duties and works closely with the Multimedia Specialist 2.
B. Monitors and suggests content for digital signage.
4. Completes administrative tasks.
A. Works with residents and cable television provider on complaints, service area
questions, and other issues that may arise.
B. Prepares and presents cable related information to the City Council as necessary.
C. Creates and updates audio-visual procedural documents, such as room use policies
and step-by-step guides.
D. Monitors and analyzes statistical data and provides detailed reports as requested.
E. Researches new technological advances; recommends changes and new strategies to
improve and increase effectiveness and reach.
F. Participates in emergency planning and preparation.

Required Knowledge, Skills, and Abilities
Knowledge of management principles and procedures.
Knowledge of ADA requirements and accessibility standards related to this position.
Skilled in the operation of all types of multimedia production equipment and software
applications to include video and digital cameras, audio equipment, editing equipment,
recording equipment, lighting, and related equipment.
Skilled in advanced use of Adobe Creative Cloud, particularly Premier Pro, After Effects,
Illustrator, and Photoshop and in Office 365.
Skilled in analyzing production needs and identifying appropriate resources.
Skilled in project management. Assessing and prioritizing multiple tasks, projects, and
demands while meeting deadlines.
Skilled in writing and editing that include close attention to proper spelling, grammar, and
use of language.
Skilled at creating and giving presentations and providing training.
Ability to work occasionally flexible schedule as needed, including evenings, weekends, and
holidays.
Ability to present ideas in a variety of creative and innovative formats.

Minimum Qualifications
Bachelor’s degree from an accredited college or university with major coursework or degree
in multimedia technology/production, television and film communication, graphic or
commercial arts or related field and three years of experience in media related field or seven
years of a combination of training and/or experience which evidences a comprehensive
knowledge of required job duties and expectations.
Proficient in Adobe Creative Cloud, particularly Premier Pro, After Effects, Illustrator, and
Photoshop.
Valid driver’s license and good driving record.
Preferred Qualifications
Be a self-starter with ability to multitask and prioritize projects.
Demonstrated skill in video production and editing.
Experience in the operations of government organizations.
Supervisory experience.

Position Summary
The Multimedia Specialist supports programs and initiatives of various departments by

programs. This position also assists with event coordination, promotional campaigns,
photography, and web editing.

online distribution of city meetings as well as community meetings.
A. Prepares equipment, rooms, and materials for live broadcasting and audio/video
recording of city meetings.
B. Creates video agendas with graphics generator.
C. Operates cameras during meeting.
D. Monitor’s equipment in the control room and Council Chambers and fixes technical
issues.
E. Provides customer service to city staff, officials, and the public by answering
questions, addressing problems, and providing technical guidance for their
