Approve, by motion, the quote with Helix Solutions for fiber relocation for the 969 Redefine project.
Background/Discussion
To accommodate the upcoming 969 Redefine project, the city needs to relocate its fiber in the MnDOT right-of-
way near the intersection of 193Td Avenue to further north along Highway 169.
The city received two quotes and recommends the lowest quote with Helix Solutions for $68,208.
Financial Impact
The fiber relocation costs of $68,208 will be funded from the Capital Reserve Fund for technology improvements.

Dear Mr. Walz:
Helix Solutions would like to thank you for the opportunity to bid on the above mentioned project. The bid is as follows:
• Delash existing fiber, lash new 96 fiber from School splice case going north approx. 7,100'
• Provide and place approx. 1,800' of new strand, 96 fiber, risers on east side of HWY 169
• Provide and place approx. 500' 2-1.25" conduits and 96 fiber from riser pole into Northbound Liquor
• Provide and place 1-30"x48"x30" handhole
• Provide new Tyco 450D splice case at the High School splice location, terminate 36 fibers
• Provide and install 96F termination panel in new shelter/building, terminate 36 fibers
• OTDR test fibers, provide pdf test results
• Engineered drawings and asbuilds
• State of MN permit
• City of Elk River permit (permit fee waived)
Labor total: $33,907.00
Material total: $15,556.00
Splicing/splicing material total: $6,870.00
Engineering/permitting total: $11,875.00
Project total: $68,208.00
