ORDINANCE 89- ~ AN ORDINANCE ORDERING A MORATORIUM ON THE ISSUANCE OF SIGN PERMITS FOR ADVERTISING SIGNS FOR THE CITY OF ELK RIVER The City Council of the City of Elk River does ordain as follows: Section 1. Purpose. The City Council is aware of the proliferation of outdoor advertising devices recently erected along and adjacent to state, county and local thoroughfares in the City of Elk River. The City Council shall conduct studies to assure the orderly development of properties adjacent to thoroughfares within the City of Elk River including the erection of outdoor advertising devices. Section 2. Development Restriction. Pursuant to Minnesota Statutes Section 462.355, Subd. 4 does hereby adopt this interim ordinance ordering that no building permits shall be issued for outdoor advertising signs governed by Elk River Ordinance Section 900.22, Subsection 4.d.(ii) and 4.e.(vi). This interim ordinance shall be effective upon its publication and shall have effect for a period not to exceed one (1) year.
