ORDINANCE 88 - 30
AN ORDINANCE AMENDING SECTION 900.08, DEFINITIONS
The City Council of the City of Elk River does ordain as follows:
Section 1. That Section 900.08 "Definitions", of the Elk
River Code of Ordinances be amended to include definitions for
the following terms:

The following are the definitions for the above mentioned
items:

Section 2. That this ordinance shall take effect and be
in full force from and after the date of its publication.

DEFINITIONS
Campground
A facility used primarily for overnight and short-term tent-
camping, truck campers and recreational vehicles. Such
vehicles shall meet the following qualificaitons:
(a) Is not used as the residence of the owner or occupant;
(b) Is used for temporary living quarters by the owner or
occupant while engaged in recreational, vacation or
temporary vocational activities;
(c) Is towed or otherwise transported, by its own or by
other power, on the public streets or highways
incidental to such recreational or vacation activities.
Permitted accessory uses include a recreational area for
campground quests and retail sales of over-the-counter items
for campground quests only.
Commercial Recreation:
A building,

sewers, pipes, conduits, cables, traffic signals, hydrants,
or other similar equipment and accessories in conjunction
therewith; but not including buildings or transmission
services.
Exterior Storage:
The storage of goods, materials, equipment, manufactured
products and similar items not fully enclosed by a building.
Intstitutional Use:
A place or facility which is designed for use as a place of
worship, public services, non-profit educational, and health
care facilities for principally in-patient care.
Definitions
Manufacturing, Light:

All uses which include the compounding, processing,
packaging, treatment, or assembly of products and materials
provided such use will not generate offensive odors, glare,
smoke, dust, noise, vibrations, or other objectionable
influences that extend beyond the lot on which the use is
located. Generally, these are industries dependent upon raw
materials refined elsewhere. Such uses include but are
not limited to the following: lumber yard, machine shops,
products assembly, sheet metal shops, plastics, electronics,
general vehicle repair (repair garage), body work and
painting, contractors shops and storage yard, food and non-
alcoholic beverages, signs and displays, printing,
publishing, fabricated metal parts, appliances, clothing,
textiles, used auto parts.
On-sale Liquor Establishment:
As defined in Section 800.02, paragraph 2 of the Elk River
Code of Ordinances.
Personal Service Establishments:
A place where, for a fee, personal services are provided to
individuals on the premises. Such uses include beauty
parlors, tanning salons, and other personal services.
. Private Recreational:
A building, structure or open space designed as an accessory
recreational use to a permitted principal use. Private
recreational facilities include such uses as swimming pools
and tennis courts and are not open to the general public and
not operated for profit.
Restaurants (Class I):
Food served to the customer to be consumed by the customer
while seated on the premises. Class I restaurants are of a
"traditional or sit down" variety restaurant where food is
served to a customer at a table while seated as
distinguished from the "fast food or convenience" variety.
"Carry out" food sales are permitted if incidential to a sit
down restaurant.
Restaurants (Class II):
A restaurant where a majority of customers order and are
served their food at a counter in packages prepared to leave
the premises, or able to be taken to a table, counter,
automobile, or off the premises to be consumed; or a drive-
in where most customers consume their food in an automobile
. regardless or how it is served.

Definitions
Screened Storage:
The storage of goods, materials, or equipment placed or left
in a location on a premises that is screened with a visual
shield between uses accomplished by the use of berms,
landscaping, walls, or other aesthetic means. The visual
screen should provide an opaque shield from viewing of on-
site storage when viewed from eye level at all points of the
right-of-way abutting or serving the property.
Use - Conditional:
The occupations, vocations, skills, arts, businesses,
professions, or uses specifically designated in each Zoning
Use District, which for their respective conduct, exercise,
or performance in such designated use districts may require
reasonable, but special, peculiar, unusual, or extraordinary
limitations, facilities, plans, structures, thoroughfares,
conditions, modifications, or regulations for the promotion
or preservation of the general public welfare, health,
convenience, or safety and therefore, may be permitted in
such use district only by a Conditional Use Permit.
Use - Permitted:
A public or private use which of itself conforms with the
purposes, objectives, requirements, regulations, and
performance standards of a particular district.
Use - Principal:
The main use of land or buildings as distinguished from
subordinate or accessory uses. A "principal use" may be
either permitted or conditional.
Warehousing:
The storage of materials or equipment within an enclosed
building as a principal use, including packing and crating.
Wholesaling:
The selling of goods, equipment, and materials by bulk to
another business that in turn sells to the final customer.
