ACTION REQUESTED:
Approve, by motion, award of the low bid and authorize the execution of a contract with G.F.
Jedlicki, Inc. for the 2021 Watermain Relocation Improvements Project.
BACKGROUND:
Staff has been working with Elfering & Associates to design and bid the 2021 Watermain
Relocation Improvements project associated with the Highway 169 Redefine. The project was
noticed for formal bids from July 24, 2021, to August 19, 2021.
DISCUSSION:
The bid opening was August 19, 2021, at 11:00 a.m.; four bids were received. The low
responsible bidder was G.F. Jedlicki, Inc. Staff and Elfering & Associates recommend awarding
the bid to G.F. Jedlicki, Inc. Attached is the bid tabulation and recommendation for award
letter.

Bids were opened for the above referenced project at 11:00 a.m. on Thursday, August
19, 2021 in accordance with the Advertisement for Bids. Four (4) bids were received
from the following companies listed below from lowest to highest total bid:

The low bid received from G. F. Jedlicki is over the anticipated construction costs, but
based on the bids received appears to be competitive and all bids have been reviewed
for errors and/or omissions. G. F. Jedlicki has completed projects within the City of Elk
River and past experience with them reflects that they are a responsive and responsible
bidder.
In review of the bids we believe that ERMU has received a competitive bid for the work
and the higher costs are a result of the current upward trend in construction prices and
materials. The work also needs to be completed ahead of the MnDOT TH 169 project.
We would recommend that ERMU award the project to G. F. Jedlicki as the low,
responsible bidder.
