Background/Discussion Per direction from the HRA staff developed a Request for Information (RFI) that will help gauge developers' interest and potential development concepts on the Main and Gates redevelopment site. Upon approval,it will be distributed via an email distribution list to developers and posted online via the City's website,RFP-RFI forums, and social media sites. Additionally, staff continues to receive inquiries and is working on a rendering that will be included in the revised drone footage video. Updated.August 2020 of Elk River Request for Information Main and Gates Redevelopment Project Request The City of Elk River's Housing and Redevelopment Authority (HRA) is releasing this Request for Information (RFI) to obtain input from qualified developers,businesses,brokers, and/or organizations (Respondents) that are interested in a great redevelopment opportunity in the heart of Elk River. The HRA recently acquired property for redevelopment at the intersection of Main Street and Gates Avenue and refers to the property as the Main and Gates site. With this RFI the HRA seeks to assess the interest of Respondents who can work together with the HRA and the City of Elk River to realize the Main and Gates site's highest and best development potential. The HRA is presently marketing the site. The HRA may also elect to utilize a Request for Proposal (RFP) process in election of a development partner of the ite followin review,of RFI responses. Site and Development Overview The Main and Gates redevelopment site is a 1.73+ acre parcel located at the corner of Main Street NW and Gates Avenue NW in Elk River. The HRA seeks to transform Main and Gates into a quality-driven development that can provide jobs, services and/or housing units within the Elk River community. Historically, the site was zoned residential and included seven properties. The HRA has acquired the properties and cleared the site of structures. Adjacent properties are a mix of business and residential uses. The site has been rezoned to C-2 Office District. The office district provides for the location and development of offices and other service and light commercial uses. A Planned Unit Development zoning opportunity may also be available for the site,particularly for mixed-use concepts. There is potential for trail connectivity to downtown and the parcel is in a Whistle-Free Zone. Over 12,100 vehicles per day go past the site. Main Street connects the high-volume corridors of U.S. 169 to the East and U.S. 10 to the West. The HRA consulted with American Engineering Testing who performed a scope of work which consisted of: • Drilling 4 standard penetration test boring to depths of 14 1/2 feet each • Performing soil laboratory testing • Performing a preliminary geotechnical engineering review based on the data and preparing this report The HRA approved the Report of Geotechnical Exploration,which did not reflect any unacceptable concerns and is available upon request. Information Requested The HRA requests Respondents submit a narrative response to the inquires below: 1. Include the name, address, telephone, and email address of the primary contact person for the Respondent on the first page of the narrative. 2. Organizational Background a. A brief introduction of the Respondent; b. A brief summary of the Respondent's experience with development projects similar to Respondent's anticipated approach to Main and Gates. Project Assessment and Concept—Please provide a narrative description of the Respondent's vision for Main and Gates and how this is consistent with the HRA's Development Overview. Respondents are encouraged to offer any feedback they may have regarding the Respondent's assessment of the development opportunity, such as site compatibility, cost considerations,preferred deal structures, or other aspects of the overall opportunity. j .....
