Field Services Facility Expansion Project Update
ACTION REQUESTED:
Adopt resolution 21-18, Awarding and Approving the Assignment of Construction Contract to
RJM Construction.
BACKGROUND:
During bidding, there were three categories that RJM Construction did not receive conforming
quotes for and carried an allowance in their contract. The three categories that were not
awarded were Final Cleaning, Waterproofing & Weatherproofing, and Vehicle Wash. RJM has
reached out to additional vendors and received a conforming quote for Waterproofing &
Weatherproofing. The remaining 2 unawarded contracts will be brought forward at a future
commission meeting.
DISCUSSION:
The recommended award for Waterproofing & Weatherproofing is Homeco Insulation Inc., with
a quote of $36,935.00; RJM carries an allowance of $45,000 for this category. Staff
recommends award of the Waterproofing & Weatherproofing contract to Homeco Insultation
Inc, as recommended by RJM.
Foundation installation went very well, and the installing contractor completed work ahead of
schedule. There are small portions of the foundation where we are waiting on the installation
of water and sewer infrastructure due to soil conditions. Precast wall delivery and installation
will begin during the week of September 13. Staff and a representative from the architect had
the opportunity to visit Molin Concrete Products Co. to observe manufacturing of our precast
panels during the week of September 6. RJM expects precast wall installation to take
approximately 5 weeks.
The site’s utilities contractor has made the new water connections on the north side of the
building and is making sewer connections over the weekend of September 10-12. They have
run into a couple areas where groundwater has been a concern and are working with the civil
engineer to adjust elevations where possible. There is an area with petroleum contamination
where one of the stormwater manhole structures sits, and staff is working with an American
Engineering Testing Inc. (AET) to properly install this structure. The contamination has been
reported to the State Duty Officer. Staff has discussed the work in the area with Minnesota

Pollution Control Agency (MPCA) and was advised to continue work under AET’s direction to
provide separation from the contaminated soils and new stormwater installation.MPCA is
reviewing their records from past tank leaks on the site to determine ifthis contamination is
the result ofa previously reported event.
