Background/Discussion
The City of Elk River works closely with the Sherburne Soil and Water Conservation District (SWCD) to identify
natural resource areas within the city to restore and protect. Over the last few years, a portion of shoreline within
the William H. Houlton Conservation Area along the Mississippi River was identified as having significant erosion
and soil loss. Through this partnership, the SWCD and city plan to apply for funding from the Conservation
Partnership Legacy (CPL) Grant Program for this Houlton Conservation Area Streambank Protection project.
This is a joint effort which will leverage pooled resources to restore and protect this sensitive area of public land.
The city will be submitting a Partner Commitment Letter along with the CPL Grant application. This letter
commits staff time to the project as well as a required 10% grant match cash contribution of $31,000. The match
will be funded by the Stormwater Management Fund. The application is due in mid-September, and we hope to
hear if the application is accepted by the end of the year.

Dear Grant Review Team,
I am writing this letter to document our commitment to a project that is seeking to be funded by the
Conservation Partnership Legacy Grant Program, "Houlton Conservation Area Streambank Protection".
This project is a joint effort between multiple entities that have pooled resources in order to restore and
protect this sensitive area of public land. The City of Elk River owns and maintains the property where
this work would be completed, the William H. Houlton Conservation Area, and as such would serve as
the Land Manager for this project. The Sherburne SWCD will serve as the Project Manager and Fiscal
Agent, while additional partners in the development stage of this project have included local Department
of Natural Resources staff as well as staff from the Friends of the Mississippi River.
The City of Elk River will be contributing a cash contribution of $31,000 towards this project as
described below, for a total of $32,283 which includes in kind staff time.

The funds that the City of Elk River are providing in match are generated from the city's stormwater
program fee which includes activities to maintain compliance with stormwater Best Management
Practices (BMPS), including reducing sediment and other pollutants from entering local water resources.
Staff time is generated from the city's general fund. These funds have been set aside for this project and

will be available following notice of a successful grant application from the Conservation Partnership
Legacy grant review team.
