Resolution 21-64
A Resolution of the City Council of the City of Elk River Adopting the 2021
Comprehensive Plan
WHEREAS, the City Council entered into an agreement with Houseal Lavigne on June 15, 2020,
to complete an update to the city’s Comprehensive Plan; and
WHEREAS, the city established a 12-member Comprehensive Plan Advisory Committee (CPAC)
consisting of residents, board and commission members, Council members, and other community
stakeholders to review and assist in the preparation of the plan; and
WHEREAS, the CPAC was involved in the review of the plan and recommended the plan for
public review on July 14, 2021; and
WHEREAS, after noticing the public hearing in accordance with state statue the Planning
Commission held a public hearing to review the Comprehensive Plan on August 24, 2021; and
WHEREAS, the Planning Commission unanimously recommended approval of the
Comprehensive Plan; and
WHEREAS, the City Council held a public hearing on September 20, 2021, and approved the
Comprehensive Plan by at least a four-fifths majority.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota, that the 2021 Comprehensive Plan is hereby adopted.
The motion for adoption of the foregoing resolution was introduced by Councilmember
___________ and duly seconded by Councilmember ______________, and upon vote being taken
