Re: Refinance of 2012A Revenue Bonds
Greetings Brooking-Southeast Twin Cities Transmission Project – Major Participants. As you
may be aware Central Minnesota Municipal Power Agency has initiated the process to refinance
the 2012A Bondsthat funded the transmission project, as we believe significant savings can be
achieved based on current market conditions. A preliminary offering document for the new bond
issue has been prepared and is attached for your review.
We request that youreview the preliminary official statement to determine if any of the
information requires further updating. As a “Major Participant” in the project we ask that you
pay particular attention to Exhibit Aof the Preliminary Official Statement, which provides
more specific information regarding your community. Some of the informationin Exhibit A
has not been updated in a while and we are hoping you can assist in that process by reviewing
and updating the section that pertains to your community andletting us know of any materials
changes that should be disclosed in the Preliminary Official Statement.
Once you have completed your review and have updated information pertaining to your
community andhave identified any otherpotential modifications to the preliminary official
statement(if any), we would ask that you complete and execute the attached “Certificate of
Utility System Officer and Other City Official”and provide your comments and the attached
certificate to Malinda Hibben, Chief Financial Officer, CMPAS.
If you have any questions regarding the documents provided, please contact me at the
email/phone information provided above. We would like to have this review completed and
certificates returned by Friday, September 24, 2021. You can provide the requested certificate
and document comments by 1) Hand delivering them to Malinda Hibben at the September 13,
2021 CMMPA board meeting; or 2) Mailing them via U.S. Mail to CMMPA, Attn: Malinda Hibben,
CFO, 7550 Corporate Way, Suite 100, Eden Prairie, MN 55344.
