MEMORANDUM TO: FROM: Mayor & City Council Steve Ach, City Planner~~ March 9, 1998 DATE: SUBJECT: Joint Meeting with Planning Commission On Monday night the Planning Commission would like to discuss with the City Council the following topics: · Growth in Elk River - particularly east Elk River · Development Standards · Downtown Master Plan with HRA . Electronic Reader Boards Growth in Elk River At the Planning Commission annual meeting, a general topic of "Growth in Elk River" was selected for the joint meeting with the City Council. The Commission was specifically interested in east Elk River and the issues associated with expanding sewer and water and opening areas up to development. It would be appropriate for the Planning Commission and City Council to discuss any specific ideas or vision they may have and would like to see implemented in east Elk River. I know the developer (Contractor Property Developers Company) of the Waddy Schulz property will be presenting a development plan with a variety of housing options. Some of the options may include narrower detached single family lots. As discussed in the attached articles, there are new residential development trends emerging. Ironically, some of the subdivision concepts have come full circle moving away from sprawling subdivisions to a traditional growth patter similar to the Elk River core village. Fax: (612) 441-7425 DeveloDment Standards One issue that commonly arises during the Planning Commission workshop discussions is the surprise or dissatisfaction of how a project may have been completed or is not being completed. I think there are three things happening here: (1) site plans presented to the Planning Commission/City Council are sometimes "sensationalized" to give an effect that cannot be accomplished in the real world; (2) possibly the standards the city has in place are not meeting the city's goals or personal expectations; (3) some projects are not being completed as presented to the Planning Commission/City Council. The last item is an enforcement issue the planning department will have to deal with more aggressively than we have in the past. The Commission and Council may wish to discuss this issue further to reaffirm the city's current development pattern. This issue has received a lot of discussion on the part of the Planning Commission during their mobile workshop tours. Visiting developed sites is an excellent means of understanding the transformation of a "paper plan" to actuality. The Planning Commission has scheduled three mobile workshops for 1998. If the City Council is interested in a similar workshop, this can be arranged some time this summer. Downtown Master Plan Tuesday night the Planning Commission will be meeting with the HRA to hear a presentation from a group from Monticello as they have recently gone through a process to create a master plan of their downtown. Hopefully, 1998 will allow for serious strides to be made towards completing Elk River's master plan. Electronic Reader Boards This is a topic that the Council wanted brought up at the joint meeting for further discussion. Staff will try to have some information available at the time of the meeting to assist with this issue. Attachments . Elk River Landfill - investigating uses for methane gas generated at the Landfill. such as cleaning it to produce natural gas, converting to electricity, or using it to thermally treat leachate. 3. Wind generator - When constructed, it will be largest one in North America. 4. Minnesota Department of Public Service - Grant has been received to construct a solar heat collection wall (possibly for a body shop with a paint booth). 5. Renew America Conference - The Mayor and Paul Steinman spoke at this conference for Minnesota Environmental Initiative. 6. Wisconsin Environmental Initiative Conference - Steve Rohlf and Bill Poppert (Engineer for MEI), spoke on the Energy City Project. Wild and Scenic River Ordinance - Steve reviewed a letter which was sent to the DNR Division of Waters requesting a meeting with the City of Elk River and DNRto discuss problems the city faces regarding the Wild and Scenic River Ordinance. Former City Dump Site (Hillside Park) - The Council authorized continuation of well testing of the city wells and private wells in the area of the former city dump. 4.3. HiGhway 169 south of Main Street COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 97-15 '12 A RESOLUTION ENTERING INTO HIGHWAY LIGHTING AGREEMENT #74812M BETWEEN MNDOT AND THE CITY OF ELK RIVER FOR MAINTENANCE AND ELECTRICAL ENERGY FOR THE HIGHWAY LIGHTING SYSTEM AT THE PARK AND RIDE LOT ON TRUNK HIGHWAY NO. 169 SOUTH OF MAIN STREET IN ELK RIVER, SHERBURNE COUNTY, MINNESOTA. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4.4. Consider HirinG Street Department Mechanic COUNCILMEMBER HOLMGREN MOVED TO HIRE ROBERT MAHUTGA FOR THE STREET/PARK DEPARTMENT MECHANIC POSITION AT A STARTING PAY OF $15.50 PER HOUR FOR THE SIX MONTH ORIENTATION PERIOD. UPON SATISFACTORY COMPLETION OF THE ORIENTATION PERIOD, THE WAGE WILL BE INCREASED TO STEP OF J OF PAY GRADE 10 ($15.95) PER HOUR, WITH AN ADDITIONAL OPPORTUNITY FOR A STEP INCREASE ON JULY 1, 1998. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION 4-0. . 5. Joint MeetinG with PlanninG Commission Downtown Master Plan Steve Ach provided an update on the Strategic Planning Task Force's progress to date. Discussion of the downtown riverwalk project followed. Pat Klaers noted the HRA is considering adding questions to the Park & Recreation's survey regarding residents' interest in the downtown (i.e., shopping, recreation, etc.) Commissioner Sullivan indicated the Chamber office receives a significant number of inquiries for available space in the downtown. Vice-Mayor Dietz felt that even if the riverwalk project is not completed, the businesses on the river # Joint Meeting of City Council and Planning Commission Februcry 24, 1997 Pcge 4 should still consider remodeling to provide a river front access to their site. Pat indicated that when approved by the Council. the final strategic planning document will provide a section for the downtown which will be implemented by the HRA. The Planning Commission and staff will work with the HRA in this implementation process. Discussion followed regarding HRA' s role in developing a Master Plan and in downtown redevelopment. Further discussion followed regarding problems associated with the Pascal Street bridge and the Highway 1 O/Main Street intersection. Members of the Council indicated that a study on this issue revealed the cost was too high consider it at this time. Transportation Plan Planning Commission Chair Jon Anaerson asked the Council wher, they anticipate adopting the draft transportation plan. Vice Mayor Dietz indicated adoption of the plan was deferred until Sr,erburne County held their public hearings and adopted a plan in Mayor June, 1997. Discussion followed regarding whether or not a committee to review the plan should have more citizen representation. Members of the Planning Commission favored adopting the plan as proposed. Council member Farber felt the plan should be reviewed further, in response to the large numbers of residents objecting to the plan. Trails Council member Holmgren stated he was not in favor of long trail systems running through residential neighborhoods that would allow snowmobiles. Commissioners Minton and Kuester expressed their support for non-motorized trail systems. Planning Commission Chair Anderson indicated his support for an area that could have separate horse trails. Hiohwav 169 Pedestrian Bridae The City Council and Planning Commission discussed the proposed Highway 169 pedestrian bridge. Members of the group were in agreement that the bridge would not be used unless it were made easy to gain access to the bridge. Installing a fence along the Highway may encourage use of a pedestrian bridge. Cable Members of the Planning Commission expressed that they have noticed a problem with the volume of the Planning Commission meeting cable broadcasts, and also, that speakers (i.e., Planning Commissioners) are not identified. Staff will investigate. Ordinance for Sale of Firearms The City Council and Planning Commission discussed whether or not there was a need to modify the city's ordinance regarding the sale of firearms in commercial areas. Councilmember Holmgren noted he was aware of an industrial site in a neighboring community where a large inventory of firearms were stored in connection with a mail-order business. Members of the group expressed concern that this type of use should be addressed in the city's ordinance. Staff suggested listing "sale of Firearms" as a use in appropriate zoning districts. The Council directed staff to work on an ordinance. J , . Joint Meeting of City Council and Planning Commission February 24, 1997 Page 5 Inventorv of Naturally Siqnificant Features in Elk River Commissioner Minton expressed his support for committee to inventory the naturally significant areas and historical buildings in the community. Commissioner Kuester stated that if there are areas the city would like to preserve, these areas could be identified and taken into consideration if a development is proposed in that area. The Council agreed with the concept of designating some type of commission. but felt the issue needs to be further discussed. since additional staff time would be required. Board of Adiustments It was the consensus of the City Council and Planning Commission that Planning Commission could act as the Board of Adjustments as long as all variance that are denied be automatically appealed to the City Council. Staff indicated this ordinance will be presented to the Planning Commission tomorrow night and to the City Council next month. 6. Planninq Department Annual Report Steve Ach presented the 1996 Planning Department Annual Report. Steve noted he hopes to have a planning intern by late spring or early summer. 8. Staff Updates Pat Klaers advised the Councilmembers a publicity photo session has been scheduled by the Minnesota sports Federation on March 6th at 1 :30 p.m. at City Hall. 9. Respectfully submitted, Debbie Kleckner Recording Secretary ~~ 1/~1Iq~ SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT ELK RIVER CITY HALL SATURDAY, JANUARY 17, 1998 The Annual Meeting of the Elk River Planning Commission was held Saturday, January 17, 1998, at 8:30 a.m. at Elk River City Hall. Present: Judy Thompson, Jon Anderson, Tom Mesich, Lester Morris, Doran Cote and City Planner, Steve Ach. Absent: Louise Kuester The meeting was called to order by Chair Anderson and the agenda was reviewed. COMMISSIONER COTE MOVED TO APPROVED THE AGENDA, SECONDED BY MESICH. THE MOTION CARRIED 5-0. COMMISSIONER THOMPSON AND SECONDED BY ANDERSON TO ELECT THE 1998 OFFICERS AS FOLLOWS: CHAIR - TOM MESICH; VICE CHAIR - DORAN COTE. THE MOTION CARRIED 5-0. The Planning Commission reviewed the rules and procedures and found no changes that need to be made. Commissioner Cote made a comment about Section 8.2. - Protocol. No.8, regarding written testimony received at the public hearing. It was suggested that staff look into making available 3"x5" cards for those in the audience not wishing to speak but would prefer to write their comments down and make them part of the public record. The Planning Commission reviewed Section 214 of the City Code regarding the Planning Commission. There were no changes made to this section of the ordinance. The goals and objectives for 1997 were discussed and reviewed. The following is a review of the 1997 goals: 1. This goal was achieved. 2. The Planning Commission scheduled 0 meeting with the Park and Recreation Commission; however. only 0 couple of Park and Recreation Commissioners were in attendance. Therefore, the meeting did not take place. A meeting with the City Council was held early in the year. 3. This goal was achieved. 4. This goal was achieved. Planning Commission Annual Meeting January 17. 1998 Page 2 5. This goal was discussed with the City Council briefly. however. the item was not accomplished in 1997. 6. Individually. the Planning Commission reviewed sites in addition to a mobile workshop that was held during the middle of the year. 1997 Workshoos 1. The Planning Commission had two mobile tours to visit sites within Elk River as well as outside of the community. 2. &3. The Police Chief and Fire Chief. along with the city attorney. met with the Planning Commission at one workshop to discuss a variety of issues. 4. Two chapters of the Comprehensive Plan were reviewed. 5. The Planning Commission did meet with the City Council at a joint meeting and formulated a list of topics for discussion throughout the year. 6. Some of the Commission members attended a seminar at the City of Otsego to discuss urban sprawl. 7. The Commission continued to discuss issues at various workshops throughout the year. Commissioner Anderson indicated that he made several attempts at contacting Dave Schwarting. Sherburne County Highway Engineer. to receive information on the transportation plan and to invite Mr. Schwarting to a Planning Commission workshop to discuss the transportation plan. Mr. Schwarting never returned his calls, therefore. a meeting was never held with Sherburne County Highway Department. It was also noted that a resolution supporting community values was prepared by the City Attorney and adopted in 1997. The Planning Commission discussed goals for 1998. The 1998 goals and objectives were as follows: 1. Meet with the City Council in a joint session to discuss one general topic of growth in Elk River and particularly. in East Elk River. 2. Schedule a joint meeting with the Park & Recreation Commission to discuss common topics among the two commissions. 3. Participate in the 1998 State and National Planning Conferences. 4. Continue to promote for new commission members. training through the government training service. 5. Inspect completed or ongoing development projects that were reviewed by the Planning Commission the previous year. Planning Commission Annual Meeling January 17, 1998 Page 3 The Planning Commission discussed the Holiday Gas Station site at School Street and Highway 169 and how the lighting on the canopy and building is much more intense than they hod thought. This is one example of the benefits of reviewing sites after they are constructed to help the Commission in their review process of upcoming projects. Commissioner Anderson asked if the Planning Commission could write a letter to Holiday stating their disappointment with the amount of lighting that has been developed on this site. Chair Mesich volunteered to prepare a letter to be sent off to Holiday The following is a list of 1998 workshop topics: 1 . Have three mobile workshops. 2. Meet once again with the Fire Chief and Police Chief. 3. Dedicate 4-5 workshops to discuss general planning issues. as well as upcoming projects. 4. Invite former Planning Commission member Minton to a workshop to discuss the Comprehensive Plan. The Commission indicated they would like to meet with the City Council as early as possible and identified March 2nd as a date for stoff to discuss with the City Council. A ttendance to the National Planning Conference in Boston was discussed. Commissioner Anderson and Chair Mesich indicated they would probably be able to attend this year.
