09-20-2021 EDA MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, September 20, 2021 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer, Jennifer Wagner, and Jeff Hartwig Members Absent: Commissioner Charlie Blesener Staff Present: City Administrator Cal Portner, Economic Development Director Brent O'Neil, Economic Development Specialist Colleen Eddy, and Deputy Clerk Jessica Miller I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Westgaard and seconded by Commissioner Christianson to approve the agenda. Motion carried 6-0. 4. Consider Consent Agenda Moved by Commissioner Wagner and seconded by Commissioner Beyer to approve the following consent agenda: 4.1 Minutes ■ August 2, 2021, Closed ■ August 16, 2021, Special ■ August 16, 2021, Regular 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Motion carried 6-0. Economic Development authority Minutes September 20, 2021 S. Open Forum No one appeared for Open Forum. 6. Public Hearings There were no public hearing items. 7.1 Public Art Initiative Update Ms. Eddy presented an update on the public art initiative. Certificates were presented to the following sponsors: ■ Central Minnesota Arts Board ■ The Bank of Elk River ■ First Bank of Elk River ■ Elk River Area Chamber of Commerce ■ Kevin Gleitz — State Farm Insurance Office ■ Forterra, Inc. ■ Granite Shores Luxury Apartments ■ Dave Anderson ■ Elk River Municipal Utilities 7.2 2022 Budget and Resolution Establishing EDA Tax Levy Mr. O'Neil presented the staff report. Page 2 Moved by Commissioner Hartwig and seconded by Commissioner Westgaard to approve the 2022 Economic Development Authority budget and adopt resolution 21-04 establishing the Economic Development Authority tax levy of $363,150 for collection in year 2022. Motion carried 6-0. 7.3 Resolution Establishing the 2022 Referendum Tax Levy as Approved by Voters for a Recreational Facility to be Leased to the YMCA. Mr. O'Neil presented the staff report. Moved by Commissioner Wagner and seconded by Commissioner Beyer to adopt resolution 21-05 establishing the 2022 referendum tax levy as approved by voters for a recreational facility to be leased to the YMCA. Motion carried 6-0. porEAEI I1 NATURE Economic Development Authority Minutes September 20, 2021 7.4 Broker Services for EDA Properties Page 3 Mr. O'Neil presented the staff report. He indicated dates for submission deadline and approval of the RFP have been left open pending EDA discussion. He explained it might be a challenge to publish the RFP and get results prior to the next meeting. He stated if approved, staff would be in favor of having at least one EDA member assist staff in an initial flush out of the RFPs. Mr. O'Neil noted it is open for discussion whether the EDA wants a specific number of RFPs brought back for review. Mr. O'Neil indicated the EDA may want to review some of the properties to see if they can be improved to make them more marketable prior to bringing a broker on board. President Tveite indicated he is in favor of having a subgroup of the EDA help staff review initial responses. He explained he is not in favor of specifying a set number to bring forward because he finds there is usually a natural segregation in responses. He stated he is an advocate of getting the Request for Proposals out as soon as possible and utilize the brokers expertise to help determine what can be done to make the properties more marketable. He noted he believes November is a feasible timeline to bring this back. Commissioner Westgaard concurred with President Tveite that we should utilize the brokers on how to maximize marketability for each property. He added he also believes allowing ample time and bringing this back in November would be good. Mr. O'Neil pointed out the RFP includes language allowing brokers to submit an RFP for one or all of the properties. He explained we may find some brokers are a better match for one type of property over another. He added we may also find it is best to have a broker on one site and not on another site. EDA consensus was to send out the RFP and bring back at the November EDA meeting. President Tveite and Commissioner Christianson indicated a willingness to assist with the initial review of RFPs. It was noted more EDA Commissioners can assist with review if there is not a quorum of eligible EDA members. 7.5 Together Elk River Campaign Ms. Eddy and Commissioner Wagner provided an update on the Together Elk River campaign as outlined in her staff report. 0 1 E I E I 11 NATURE Economic Development Authority Minutes Page 4 September 20, 2021 ---------------------------- 8.
