Dear Mr. Klacrs:
Please take this letter as a Ibllow up of our conversation last week regarding the suitability of
proposed Family Aquatic Center (FAC) site in I,ions Park. We have reviewed the geotechnical
reports prepared by (}ME., Consultants, Inc. and American Engineering Testing, Inc. We are of
the opinion that subsoil conditions will require pilings for pool and building structuxes.
Pilings are mandatory when unstable and compressible soil conditions exist, l,ions Park has a
underlying strata of peat. This type of soil is very undesirable fbr the construction of permanent
buildings and pool vessels. This location would also require the installation of an extensive
drainage system under the pool vessel. Itigh grotmd water will cause a pool vessel to float out
of the ground.
BMCE has experience with piling and dewatering systems for FACs. A piling and dcwatering
system for the size of FAC recommended for Elk River would increase the project cost by about
$600,000. BMCE does not recommend placement of a FAC in such an area unless the
community has a preexisting facility in such a location or there are significant extenuating
circumstances.
