Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the EDA City Beautification Committee was called to order at 10:11 a.m. by Ryan Hardin. 2. Consider 03/06/2017 Agenda Moved by Member Magnussen and seconded by Member Bakken to approve the March 6, 2017 agenda. Motion carried 4-0. 3. Consider Consent Agenda There was no consent agenda. 4.1. Introductions Ms. Othoudt introduced herself and explained her role and background. The other members introduced themselves and provided brief backgrounds. 4.2 Attendance Policy Ms. Othoudt reviewed the board/commission attendance policy approved by the Council in January 2016. 4.3 Board and Commission Reference Guide Ms. Othoudt reviewed the Board/Commission Reference Guide each committee member received. 4.4 Beautification Policy and Application Ms. Othoudt reviewed the Beautification Policy and application as outlined in her staff report. EDA City Beautification Committee Page 2 March 6, 2017 ----------------------------- Member McCormick questioned if criteria is in place for members to score projects. Ms. McCormick indicated she would like to see a scoring system in place to be fair to all projects. Ms. Othoudt stated she will put something together and send to the committee members for review. Member Magnussen questioned if non-winning applications roll over month to month. Discussion took place and consensus was to send a letter thanking the business for their submission and asking them to consider reapplying. The committee also mentioned partnering with the Chamber of Commerce to assist with nominations if not enough applications are received. Ms. Othoudt will discuss this with the Chamber. Member McCormick questioned if an award will be given if there are not enough applications. Committee consensus was an award can be given no matter how many applications are received as long as the application meets the criteria. 4.5 2017 Meeting Schedule Ms. Othoudt proposed the committee meet at 10:00 a.m. on the second Monday of each month May through October. She stated applications are due the first Monday of the month by 4:30 p.m. and will be routed to the committee for review the next morning. She stated committee members should review the applications prior to the meeting. Ms. Othoudt noted the award recipient will be recognized on the third Monday of the month at the Economic Development Authority and City Council meetings. 5. Announcements There were no announcements. 6. Background/Discussion The City Beautification Committee serves to recognize business owners, whom have made an effort to clean, repair, improve, and enhance the overall aesthetics of their property to maintain the beauty of their neighborhood. This committee encourages community improvements which enhance our city’s visual image and economic vitality. The Bank of Elk River and Cornerstone Automotive, two local businesses have been nominated to receive one of the following awards: 1. A business that have made substantial improvements to the exterior of their buildings and/or landscape in the last year. 2. A business that consistently maintain their properties in an attractive and well-kept manner. Submit completed entry form plus two high quality digital photos, including a “before” if available and “after” (if applicable) by the first Monday of each month beginning in May through October of each year. 2. Eligibility ▪ Properties must be located within the corporate limits of the city of Elk River. ▪ Projects must be visible from a public street. Submissions must have the consent of the owner. Thousands of people drive past their site on a weekly basis and they have taken full advantage of the opportunity to create a positive impression of Elk River with their recently completed expansion and remodel.
