Members Present: Rhonda Magnussen (via Zoom), Ryan Hardin, and Melissa McAlpine
Members Absent: Ann McCormick and Ashley Welsh
Staff Present: Colleen Eddy, Economic Development Specialist, Chris Leeseberg, Senior
Planner, and Cal Portner, City Administrator
1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee
was called to order at 10:02 a.m.
Introductions: the committee introduced themselves as there is one new member.
2. Consider Agenda
Motion by Colleen and seconded by Melissa to approve the agenda. Motion carried
6-0.
3.0 Consent Agenda
Motion by Cal and seconded by Melissa to approve the consent agenda. Motion
carried 6-0.
4.1 Potential Businesses and Marketing Plan
Colleen presented the staff report. Chair Hardin facilitated the discussion. One suggested
way to help promote the beatification program was including a one-page handout with the
building permits. Chris will check with the building technician to see what forms (print
and/or digital) can be added to building permits. A couple businesses to check out are Aegir
(interior), Planet Fitness, Academy, Montessori school, and Beaudry. Melissa said would be
able to check these out and drop off applications. Colleen will send Melissa the application
and link to the online fillable form.
Melissa presented the branding she created; the group liked Option one the most. Melissa
will update the logo with the correct established year and will resend to the group for
feedback. Colleen will send it to Kaylin for her feedback to make sure the logo is in line with
our overall brand plan.

Motion by Cal and seconded by Melissa to adjourn the meeting at 10:35 a.m. Motion
carried 6-0.

Background/Discussion
The City of Elk River Beautification Program started May 1 and runs until October 2021. The program
seeks to recognize commercial/industrial site improvements, commercial/industrial upgrades, landscapes,
renovations, restorations, and new structures that are architecturally noteworthy.
At the June 14th Beautification Committee meeting, the committee reviewed the building permits reports
and discussed some potential businesses that could be nominated for the beautification award. The group
also discussed the marketing piece that Melissa McAlpine created and ways that it could be distributed.
Staff is looking for direction from the committee on next action steps with the permit information along
with ways to utilize the proposed beautification branding material.
