I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:30 p.m. by Chair Toth.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider November 1, 2021, Agenda
Mr. O'Neil requested item 7.2 - Main and Gates Update be removed as the topic had been
noticed for a closed meeting at 5:45. He indicated the RFIs on the property were due in on
Friday, Oct. 29 and they did not receive any. He stated more information including further
questions that he received from parties interested in the property would be most appropriate
in the closed meeting following the regular meeting this evening.
Mr. O'Neil stated he would like to add item 7.3 DERBA Expense Request for HRA
Consideration.
Moved by Commissioner Ovall seconded by Commissioner Chuba to approve the
November 1, 2021) HRA meeting agenda with the changes as noted.
Motion carried 5-0.
4. Consent Agenda
Moved by Commissioner Wagner and seconded by Commissioner Chuba to approve
the consent agenda as follows:
4.1 Meeting Minutes from September 7, 2021.
4.2 Check registers as outlined in the staff report.
4.3 Balance sheets as outlined in the staff report.
4.4 Revenue/expenditure reports as outlined in the staff report.

6. Public Hearings
There were no public hearings.
7.1 HRA Housing Rehabilitation Loan Program Update
Mr. O'Neil presented the staff report.
Commissioner Swenson asked if there could be an update on improving the marketing of
Elk River's rehabilitation loan opportunities.
Mr. O'Neil stated he will add marketing to the topics discussed with CEE.
7.2 Main and Gates Update
Mr. O'Neil requested to remove this item due to the closed session being held after this
meeting.
7.3. DERBA Expense Request for HRA Consideration
Mr. O'Neil explained he had been in discussions with the Downtown Elk River Business
Association (DERBA) group,who is proposing with the HRA a joint purchase of 22 pre-lit
holiday wreaths for display on the light poles along Main and Jackson Streets. He stated the
HRA has a $5000 budget line item for downtown decorations. He indicated the DERBA
group would provide $2,000 of their funds for this joint effort and were asking for financial
support from the HRA.
Mr. O'Neil further explained the logistics that still needed to be worked out determining the
size and electrical components,where the wreaths will be stored off season, and
coordination with ERMU for the annual hanging and removing the wreaths. He distributed a
flyer with the details and photos of the proposed wreath.
Commissioner Wagner further explained the DERBA group ordered one wreath to
determine if the size and wattage would be appropriate. She indicated in talks with ERMU
that the wreath would have to be 15 watts or under. She stated the wreath as presented in
the flyer uses 18 watts of electricity but the lights on the bows could be removed to lower
the wattage. She is working with ERMU to ensure their guidelines will be met before
purchasing and stated ERMU will charge $220/hr. for installation and removal. She stated
the timeline is critical in ordering for this holiday season,which is why the item was
presented tonight. She stated DERBA member Tamara Ackerman stated other
municipalities use these same wreathes and have worked with the same vendor,noting the

wreaths look good and the size is appropriate for placing on the poles. She stated this effort
will support downtown beautification efforts. She stated because she is a member of the
DERBA group she would abstain from voting on this item.
Commissioner Swenson liked the wreaths and supported the lighting aspect; she thanked
Commissioner Wagner for working out the details with the DERBA group.
It was the consensus of the HRA that they liked the look of the wreaths as presented.
Commissioner Chuba asked about this year's timeline of when the wreaths would be
displayed and removed as well as future years.
Mr. O'Neil stated there is a good lead time on these,but they do need to be ordered soon
and would probably be displayed around Thanksgiving if all is approved. He stated a
consistent timeline will be established in the future for when the wreathes would be
displayed and removed.
Moved by Commissioner Ovall seconded by Commissioner Chuba to authorize
approval of up to $2500 in HRA budgeted funds to be used in conjunction with the
DERBA group for downtown wreaths and costs associated with installation of them.
Motion carried 4-0 with Commissioner Wagner abstaining.

Pursuant to due call and notice thereof, the meeting of theElkRiver Housing and
Redevelopment Authority was called to order at 5:56 p.m. by Chair Toth.
2. Closed Meeting- MN Statute §1313.05, Subd, 3(c)(3)
The HRA held a closed meeting per MN Statute §13D.05, Subd. 3(c)(3) (the "Act"). The
purpose of the meeting was to develop or consider an offer or counteroffers for the
purchase or sale of real or personal property. The properties discussed were PID #75-405-
0225, also known as 724 Main Street NW,Elk River, and the Main and Gates properties.
