8.2 PRSR 12-08-2021 The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To Parks and Recreation Commission Item Number 8.2 Agenda Section Action Item Meeting Date December 8, 2021 Prepared by Michael Hecker, Parks and Recreation Director Item Description Athletic Field Use Fees Reviewed by Tim Sevcik, Streets and Parks Superintendent Reviewed by Cal Portner, City Administrator Action Requested Discuss athletic field use fees to foster participation and accountability for 2022. Approve, by motion, athletic field use fees. Background/Discussion The Commission discussed athletic field use fees at a work session last month. Consensus was to update the purpose statement and fee structure to promote accountability and a strategy for efficient scheduling. A deposit of $500 was also discussed to ensure accountability. As mentioned on agenda item 7.1, staff and Dave Williams met with the new Youth Lacrosse Board on November 29, and they felt the new fee structure was fair and accountable. As mentioned in our meetings with the youth athletic associations, past summer-fall season we experienced thousands of dollars in damages to fields, facilities, and lost scoreboard controllers ($400 each). Also, almost daily during 2021 parks maintenance prepared fields for games and then organizations did not use them. Financial Impact Potential fee increases and deposit fees could increase revenues and protect city assets.
