Approve, by motion, the professional services agreement amendment of $8,830 with SRF for the Trott Brook
Park Tennis Court Redevelopment.
Background/Discussion
On July 19, 2021, City Council approved North Valley Inc. to complete construction of the basketball court at
Country Crossing Park for $112,584.32. Supply chain issues with the basketball backstops caused this project to be
delayed until 2022. SRF Consulting was hired in April to complete the basketball court and reconstruction of Trott
Brook Park Tennis Court.
We only received two quotes for the tennis and basketball court projects last summer. The tennis court quotes
were more than $50,000 higher than estimated costs and exceed $175,000 therefore, requiring competitive bidding.
Since the quotes came in high and it will take a minimum of one month to complete, the Parks Commission
recommended in July to not proceed and formalize the bids this winter.
The complexities of the Trott Brook Park tennis court project required SRF to complete soil borings and design
work to determine exact quantities of soil granules and geotextile fabric required to stabilize a new tennis court
installation. The proposed amendment includes revising plans to add court lighting as an alternate bid item,
(recommended by the HOA board) assistance with bidding and in-construction services. The revised plans also
include pickleball striping and the USTA court slope specification between 0.833% and 1%.
Financial Impact
The SRF professional services agreement amendment of $8,830 will be paid for from the Park Improvement
Fund. The PIF has $270,000 allocated for this project.

Subject: Amendment Number 1 Proposal for Professional Services for Court Redevelopment
(Trott Brook Park)
Dear Michael Hecker:
This Amendment Number 1 (the “Amendment”) is issued under Professional Services Agreement
entered in April 14, 2021, by and between the City of Elk Riverand SRF Consulting Group, Inc.
Additional Services
The Services to be performed by SRF under this Amendment (“Additional Services”) are set forth
below and incorporated into the Original Agreement.
We propose to carry out the work as follows:
1. Revise plans to include pickleball striping on each of the tennis courts.
2. Revise plans to remove existing court light fixtures and poles and replace with LED fixtures
and poles, utilizing existing light bases.
3. Provide a signed digital copy of the plans and specifications to staff and post bidding
documents on QuestCDN.
4. Assist staff with rebidding, including responding to contractor questions and preparing
addenda as needed.
5. Prepare bid tabulation and provide bid approval recommendation to staff.
6. Provide in-construction services, including shop drawing review, response to contractor
requests for information, and review applications for payment.
7. Attend preconstruction meeting and three (3) site construction meetings.
Additional Costs
The Services performed by SRF under this Amendment shall not exceed $8,830 including the
project costs, subcontractor fees and reimbursable expenses (the “Amendment Maximum”).
Notwithstanding any provision to the contrary, the total compensation payable to SRF for all
services and expenses under this Agreement shall not exceed $33,430 (the “Contract Maximum”).

The Original Agreement and any previous amendments are incorporated into this Amendment by
reference. Except as amended herein, the Terms and Conditions of the Original Agreement and any
pervious amendments remain in full force and effect.
