Planning Commission During the public hearing, no one spoke for or against the request and staff has not received any comments since the commission meeting. The applicant has not expressed any concerns with the proposed conditions. The Planning Commission had no questions or concerns about the request and unanimously recommended approval. Comprehensive Plan The Land Use Plan guides the property for Neighborhood Commercial. The neighborhood commercial use category includes local -serving commercial that provides surrounding residents with daily goods and services like specialty food stores, daycares, or cafes. Neighborhood commercial uses are found near residential neighborhoods and reduce the need to drive across the city for essential commercial goods and services. Neighborhood commercial knits into the fabric of both established and new neighborhoods and complements these areas with appropriately scaled development that emphasizes connections and 360-degree architectural design. Parking Based on the ordinance for sales/services, a total of 3 parking stalls would be required. The site plan and narrative indicate 6 parking stalls are available. The proposed plan provides an adequate number of onsite parking stalls. Staff recommends that employee parking be designated. Transportation/ Circulation The business is part of a multi -tenant structure that is accessed via two locations on Highway 10. No additional access points are being proposed. Hours of Operation The hours of operation will be from 9:00 a.m. - 6:00 p.m. Monday through Friday; Saturdays 10:00 a.m. - 6:00 p.m. Applicable Regulations In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city. P a u� I Case : Cu 1-1 ILk. 41 Rive r_ Doggy Stylez Project Narrative: Doggy Stylez Pet Grooming is a high -quality pet grooming service business located at 920 Highway US 10 in Elk River, Minnesota. We offer a variety of grooms and special packages that all pets will enjoy and are treated with love and respect to their feelings. We use only the highest quality shampoos conditioners along with gentle -quality strategies to create a less -stressful grooming experience that pet deserves. Mouafeng Lo is the owner of the establishment and even though he doesn't have a lot of experience in grooming, he does have 20 years of experience handling all types of dogs from boarding, maintenance, breeding, feeding, training and play time. He has taken on the challenge to learn this new skill of grooming and to help his staff. Hours of operation will be from 9:OOam-6:OOpm Monday to Friday, and 10:00am-6:OOpm Saturdays. Dogs will be supervised during those hours of operation including feedings, potty breaks outside and indoor playtime. We have two groomers; Rhonda, our main groomer, is the most experience with 11 years and is training Alyssa who came onboard with little experiences. Alyssa has been training for five months and will soon be taking on her own clients and customers. We will have two to four employees on staff, we offer six parking stalls, and we offer an indoor and outdoor play area with separation for dogs that are small or not socialized.
