SR 09-06-2005 Item 6.8. 13065 Orono parh..way Elk Rivec IvlN 55330 August 29,2005 The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River :rvtN 55330 RE: "NO PARKING" RESTRICTION ALONG PROcrORA VENUE Dear Council Members: Attached are two memos, one from Sherburne County Public Warks Department and one from Tom Kolar of Linden Corporation, regarding parking problems along Proctor Avenue just north of CSAH 1. Apparently, there are a significant number of cars that park in this general area when there are school events on the fields below Salk Middle SchooL The east side of the roadway is already signed no parking. The County is unsure of how this originally became a no parking zone. They are requesting that the City concur with their plan to sign both sides of Proctor Avenue from CSAH 1 to just north of the Salk Middle School driveway "no parking" to alleviate the problem with pedestrians crossing a busy road and vehicle site distances coming from the Proctor townhouse area. I have discussed this issue with Police Chief Jeff Beahen. He confirms that there is a problem along this area when events are held at the school fields. He sees no problem with signing this area "no parking" and having the City Police Department enforce the parking restrIctIon. The County letter requests a resolution from the City Council. I have confirmed with the County Engineer that this is not the appropriate manner in which to create a no parking zone; that actually the County Board should be the one passing the resolution. Box 490 Elk River, rvn~ 55330 RE: No Parking along Proctor Avenue Dear Mr. Mallrer; We have received several safety concerns from residents of the Proctor One Town homes regarding the parking of vehicles along their frontage and the County Highway 77 (Proctor A Ventle) Sholllder. The complaint is that during recreational field events at the school grounds, people park on west side of Proctor Avenue and block the sight lines and create distractions for drivers trying to access CH 77. There is also a fire hydrant located in the ditch bottom that is difficult to notice and therefore is ignored and frequently blocked. Ctlrrently there are four no parking "symbol signs" that are located on the east side of CH 77 . We have no record of their time of placement or any request for them to be there. Last year the County sign technician took down the old No Parking signs and replaced them with the new symbol signs. By allowing parking on the west side we are allowing a hazard with pedestrian traffic crossing the highway to get to the fields. Creating a no parking zone would solve the blocking of the fire hydrant and sight line issues for the town homes and eliminate the crossing pedestrian traffic on CH 77 . We submit this information for your review and recommendation. Sherburne County is willing to erect no parking signs along CH 77, if requested in a resolution by the City Council. In reading the manual it says that the local government authority has the right to create a no parking zone and is responsible for enforcement of the same. Therefore at your reqtlest we will place no parking signs along the west side of CH 77 from CSAH 1 to a point north of the Salk School access to be determined by your resolution. We also request language that includes the east side as well, because we do not have documentation for the current signing. If you have any questions call me at 763-241-7013. "'-/.....j Dear Terry: We manage the Proctor Townhouse Association located at the referenced location and are aware of the dangerous condition created by parked vehicles along the west shoulder of Proctor north of 191st during atWetic events east ofPractor. We took these concerns to the Sherburne County Highway Departnment and Dick Corbin of that agency wrote you and suggested a course of action that you apparently must initiate. I can add nothing to what Dick wrote except to emphasize the potential hazards created by allowing this parking and to add that to compound the problem there is no speed control signage for southbound Proctor from Highland on the north to County 1 on the south. This coupled with dangerously reduced sight lines looks like an accident waiting to happen. If you need further information, please let me know.
