Number of parking stalls With the proposed restriping of the parking lot, it will add an additional accessible space for a total of 109 with 5 accessible. The main sanctuary has 256 seats, and the ordinance requires one parking space for each three seats, based on the design capacity of the main seating area. This results in the need for 85 parking stalls. Applicable Regulations In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any potentially adverse effects upon adjacent properties, the neighborhood or the city. The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: iVill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, comfort, convenience orgeneral n elfare of the neighborhood or the city. The church has operated on this site for a number of years and the city has not received any complaints regarding the use. The use will be consistent with the comprehensive plan. The lot to the north was recently platted (Tranquil Meadows) and there is a 40-acre vacant parcel directly southwest of the subject parcel. Section 78-97 (d) states: All buildings constructed on property to which a public sewer is available at the time a certificate of occupancy is issued for the building shall be required to connect to the public sewer prior to occupancy. What is being proposed? Emmanuel Christian Center is proposing to expand its Elk River campus by adding expanded classrooms and childcare facilities, as well as additional gathering and community space, and increased security functions, improved flow, and a more open and welcoming entry while maintaining the familiar character of the church, especially from the street side, and paving the way for future growth. The addition will expand classroom space to 2,000 square feet, and nursery space to 800 square feet, expanding the existing church's child -focused programming to 2800 square feet total. At an estimation of 35 square feet per child, the new addition will be able to accommodate 80 kids simultaneously. The nursery and classroom expansion is also designed to both improve the flow of traffic through the building, and increase the security, to provide a safe and contained space for the children of the church community. The expansion will also add a `Great Room' flexible community space that will be used for various church events, supplemental services, and as expanded child space, if more space for children is needed, or for larger child -focused group events. The addition to the church will also expand the lobby area, opening up the existing lobby to create a more inviting space, improving the entry experience, and increasing the potential for welcoming, gathering, and programming in this vital space. The bathroom facilities will be expanded and relocated to better comply with modern standards, separate the children's facilities from the adults, and accommodate the growing church community. Facilities such as a nursing mothers' room, and a dedicated volunteer room will also be added to create more comfortable spaces for those groups. This modest expansion to the church, will have a great impact on the church's ability to accommodate the growth of their community, as well as provide modern services and features to make the church a more comfortable and inviting space for all. How is the request consistent with City of Elk River Comprehensive Plan? The expansion of Emmanuel Christian Center's Elk River campus does not aim to alter the existing use of the site but rather to expand the campus' capabilities to offer services already offered by the church that are outgrowing the current facility's limited footprint. The goal is to accomplish this with minimal impact or disruption to surrounding communities.
