5.1 DRAFT MINUTES (1 SET) 01-18-2022 Meeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, December 20, 2021 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer, Jennifer Wagner, Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: Economic Development Director Brent O’Neil and Records Specialist Katie Porath 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Westgaard and seconded by Commissioner Christianson to approve the agenda. Motion carried 7-0. 4. Consider Consent Agenda Commissioner Wagner noted a change to the November 15, 2021 Minutes, Item 7.1, Ryan Holmgren should be Ryan Hardin. Moved by Commissioner Wagner and seconded by Commissioner Beyer to approve the following consent agenda, as amended: 4.1 November 15, 2021, Minutes 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Public Hearings There were no public hearing items. 7.1 Hiring Broker Services for EDA Property Mr. O’Neil presented the staff report. Ryan Hardin, representing Hardin Companies, was in attendance and introduced himself to the EDA. Moved by Commissioner Hartwig and seconded by Commissioner Westgaard to approve the hiring of Hardin Companies as commercial broker to represent four Economic Development Authority (EDA) properties. Motion carried 7-0. 7.2 Introduction to Placer.ai Mr. O’Neil presented the staff report. The EDA asked if other city departments or organizations in Elk River could cost share in the software. Examples included the Elk River Municipal Liquor stores, the Elk River Chamber of Commerce, ISD 728 school district, or Sherburne County. The EDA agreed that they would like to see how it would benefit residents and how the city would get a return on investment. They also expressed concern that it would be underutilized due to staff time needed to analyze results. Mr. O’Neil stated that some of the information they could obtain would cost more to acquire through hiring an outside consultant. The EDA agreed that the information could be further discussed at a work session. 7.3 General Updates Mr. O’Neil presented the staff report. 8.
