Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Public Library Board was called to order at 5:30 pm by Chair Dreissig. 2. Consider October 26, 2021, Agenda Moved by Commissioner Boelter and seconded by Commissioner Blaske to approve the October 26, 2021, agenda. Motion carried 4-0. 3. Consent Agenda 3.1 Secretary's Report • July 27, 2021, Meeting Minutes 3.2 Treasurer's Report July, August, September 2021 Revenue and Expense Reports Moved by Commissioner Boelter and seconded by Commissioner Hegarty to approve the Consent Agenda. Motion carried 4-0. Moved by Commissioner Hegarty and seconded by Commissioner Boelter to approve the Revenue and Expense Reports. Motion carried 4-0. ■ Upon reviewing the financials, Commissioner Blaske asked how often the library grounds maintenance contracts are reviewed and negotiated? Elk River Public Library Board October 26th, 2021 Page 2 Councilmember Christianson said he will talk to City Staff and find out the answer and bring it back to the next meeting. Ms. Schake said that the window washing and cleaning contract for the library are part of city-wide contracts, but she wasn't sure about the lawn mowing. In an unrelated incident Ms. Schake said there was a fire truck, ambulance, and police car in that turn around area proving that the area is important to be kept clear in case of an emergency. Ms. Schake said that she would prefer some signage to prevent patrons from parking in that area. Councilmember Christianson said that the signs should be cut and dry for clear understanding. 4. Open Forum S. General Business 5.1 New Business a. Use of circular driveway in the front of the library R Chair Dreissig explained that Mayor Dietz had received a phone call from a patron that was upset because she had parked in the turn around lane in front of the library one day and was asked by Ms. Schake to avoid parking there in the future. Mayor Dietz had asked Chair Dreissig to discuss possible signage for that area at this board meeting. Ms. Schake said that she had always assumed that the turn around was a fire lane but was told by Chief Dickinson that it technically isn't. ■ Ms. Schake said that without signage she foresees parking in that area to continue to be an issue. The difference between "parking' and curbside pick-up is "parking" is leaving the car parked and coming into the building. Commissioner Blaske asked how much curbside usage was before covid and after. Ms. Schake said she can't state for a "before" but after is about three times per week. The board discussed the possible need for "staff parking" signs as well and if there needed to be a separate area for curbside pick-up rather than the turn around. Commissioner Blaske said that having signage would give staff something to fall back on when asking patrons not to park in the turn around and could be used as a small marketing tool leading to inquiries about curbside pick-up. ■ Councilmember Christianson said he will follow up with Public Works regarding having the signs printed. Chair Dreissig also suggested to Ms. Schake that a sign be put on the front door to help market curbside pick up for books. rIIIIII If NA1URE Elk River Public Library Board October 26th, 2021 Page 3 Moved by Commissioner Boelter and seconded by Commissioner Blaske to approach Public Works to request two signs for the front circle drive through, that say "Curbside Pick -Up only". Motion carried 4-0. b. Approve meeting dates for 2022 ■ January 25`'', April 26'x', July 26', October 25th c. Forecast a list of annual goals and projects ■ This line item was combined and discussed with 5.2.c d. Additional copies of packet to meetings ■ Chair Dreissig and the other board members gave direction to Dawn Larson to only bring one packet to future meetings to save on paper waste. 5.2 Old Business a. Update on raingarden ■ No updates until Spring when the additional plants will be in and can be planted. b. Progress on CIP items identified in July ■ Ms. Schake explained that there wouldn't be any updates until Spring since the CIP items on the list can't be purchased until after the first of the year. The only item that could be is the rug in the back area. Ms. Schake invited the board members to come shopping with her if they like or look in catalogs and pick one out. Ms. Schake will let Secretary Dawn Larson know when she has time to go shopping and Ms. Larson can let the board know. c. Library promotion ideas tabled at July meeting -any new thoughts? ■ Chair Dreissig and the board discussed options of marketing with the library for 2022. Ms. Schake made the point that the library board is not able to attend and promote the library at community events that the library is not a part of and does not have staff attending. It was also discussed that the library isn't allowed to put fliers in the schools for advertising but can attend individual events and classrooms if invited. ■ Some ideas for 2022 marketing that could include: ■ Attend library booth at the farmer's market ■ Attend local Community Connect event ■ Visit classrooms when teachers ask the library for staff to visit ■ Host a booth at the Thumbs up 5k ■ Read books at the United Way's Dolly Parton Imagination library kick off in the Spring if it is held at the library F Q I E I E I I Ti NATURE Elk River Public Library Board October 26th, 2021 Page 4 Attend an event at the library for the school Attend scholastic book fairs at the schools. Ms. Schake expressed that she is always interested in having a library board member attend events with her and other staff. Commissioner Blaske asked if the board could be informed at each meeting of what outreach and marketing events the library has on their agenda. Ms. Schake will provide that list with her report for each meeting so the board can take time to review possible events they could attend and then reach out to Ms. Schake and let her know. 5.3 Patron Services Supervisors Report ■ Ms. Schake asked the Board if they had any questions regarding that report since Ryan McCormick was absent. The board had some questions about the fine changes coming in January. Ms. Schake clarified that if items are overdue more than 45 days the patron will be charged a fee to replace the officially lost item. There are no refunds given if the item is eventually found. Commissioner Blaske asked how much the monthly fees are on average. Ms. Schake didn't know but said she could find out from Mr. McCormick. The goal with the no fine program is just to get patrons back into the library. 5.4 Library Services Coordinator Report ■ Ms. Schake presented her report. Commissioner Blaske asked Ms. Schake what programs are still not back to normal programming since Covid. Ms. Schake said the teen escape room, craft programs, and one of the story times. The library is taking time to revamp their programming to add mote diversity, equity, and inclusion. This could include bringing in an expert to teach a craft with cultural significance. The question to ask with each program is "What value is added?". Another consideration is bringing back Lego club but adding more of a STEM component. 5.5 City Council Report Councilmember Christianson presented his report including updates on highway construction in the area, city budget, and some park projects and events. 6.
