Action Requested
Recommend, by motion, approval of the Conditional Use Permit
authorizing expansion of the existing educational use as the standards
set forth in Section 30-654 have been satisfied.
Background/Discussion
The property is zoned R1-c where Educational Institutions require a
Conditional Use Permit (CUP).
The applicant has requested a CUP to construct a small addition to
Lincoln Elementary School, complete site improvements, and
complete significant interior renovations.
The small addition will be on the northwest corner of the building. A
new main entry feature with a covered walkway canopy will also be
added to the west side of the building.
Site modifications include relocating the west parking lot entrance
further north to increase the depth of queuing for vehicles and
resurfacing existing parking lots.
Applicable Regulations
In approving a Conditional Use Permit, the council may impose such
specific conditions with regard to the development or operation of the proposed use as it considers necessary to
satisfy the seven standards set forth in Section 30-654 and the requirements contained in this article and to
promote compatibility with and minimize any potentially adverse effects upon adjacent properties, the
neighborhood or the city.

The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public
health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city.
The property has operated as a school for many decades without any issues and site modifications are
being proposed to help facilitate better on-site traffic control. The use will not endanger, injure or

2. Will be consistent with the comprehensive plan.
The property is guided for public and semi-public uses which includes local government uses, municipal
facilities, community service providers, schools, and places of worship and assembly such as City Hall, fire
stations, churches, and public schools. Coordination with schools and service providers is key to ensure
these essential facilities have capacity and/or are located in areas that can support growth and
development as it occurs. The use will be consistent with the comprehensive plan.

3. Will not impede the normal and orderly development and improvement of surrounding vacant property.
With the exception of one vacant commercial lot, the surrounding area is fully developed with
commercial, residential, and educational uses. The use will not impede the normal and orderly

4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, police and fire
protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in particular, create traffic
congestion or interference with traffic on adjacent and neighboring public thoroughfares.
The structure is currently hooked up to city services and there are no plans to increase ingress/egress
vehicular movements to and from the site. No concerns or issues were brought up from the all-city
department site plan review. The use will be served adequately by and will not adversely affect essential
public facilities and services including streets, police and fire protection, drainage, refuse disposal, water
and sewer systems, parks and schools; and will not, in particular, create traffic congestion or interference
with traffic on adjacent and neighboring public thoroughfares.

5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to any
persons or property because of excessive traffic, noise, smoke, fumes, glare, odors, dust or vibrations.

Lincoln Elementary School Improvements
Description of Project Narrative
Detailed description / scope of project.
The proposed project includes site improvements, major interior renovations, and a small addition.
Site improvements include expanding the west parking lot further to north to increase parking (see quantities below).
The entry to the west parking lot is being relocated further to the north to increase queuing depth for personal vehicle
on the building site. The existing west, south, and east parking lots will be resurfaced, but retain their footprint and
circulation patterns. Sidewalks will be expanded to coincide with the expanded west parking lot. Other areas of
pedestrian circulation will be improved as required.
Interior renovations will include remodeling of specialist settings (media center, special education suite, admin and
student support suites), long-term facilities maintenance improvements (replacement of finishes, casework,
doors/hardware, ceilings), and major mechanical and electrical system improvements. Mechanical system currently
includes rooftop units and ductwork, which will be replaced with interior air handling units.
Most, if not all, single and multi-user toilet rooms that do not meet accessibility requirements are scheduled to for
remodeling.
Small addition (approx. 1,000sf) is required to accommodate the relocated admin suite and associated program needs.
The existing northwest entrance will be renovated to function as the primary secure entrance.
Hours of Operation
Hours of operation will be unchanged. Typical school hours 9:00am – 3:45pm.

Approximately 90 staff, including part-time para-professionals.

Is there proposed screening of the site?
No new screening is proposed as part of the project.
Proposed building materials
Proposed building finish materials are primarily brick to match existing/adjacent colors and patterns. At the new main
entry, a portion of the existing building is proposed to receive a bump-up (approx. 7’ higher than adjacent/existing roof
parapets. This bump-up, and a new linear canopy are scheduled to receive aluminum composite rainscreen panels.
Signage – (at time of installation, a separate permit is required for each sign)
Signage for the project includes new dimensional letter signage stating the school name and address, to be mounted to
the building. A new, digital monument sign is proposed to be located at the southwest corner of the west parking lot.
The District is exploring options for the sign (size, digital display options, etc.). The new sign will confirm to ordinances
and requirements.
Is there outdoor storage?
No outdoor storage is proposed as part of the project.

Lot 3, Block 1, INDEPENDENT SCHOOL DISTRICT NO. 728, according to the recorded plat thereof, Sherburne County,
Minnesota.
